They might have done a second leader for Kongo due to the fan base reaction to Mvemba being locked out of a religious victory.If the third leader doesn't pertain to one of the new civs, I'm betting it's a 2nd leader for either Egypt or India. Kongo seems less likely.

What people expect has no bearing on what Firaxis plans. If one of the DLC winds up being Carthage (not that I think it will), Firaxis would not be incorrect in saying "Africa."
