I am not going to buy this. If any announcement is made about the next upcoming DLC, they ought to tell us by now if we are ever going to receive an expansion pack any time soon after it.
I am kinda tired purchasing more DLCs in hope that they can get the revenue they need in order the get the "ok" from 2K to start developing a much needed expansion pack. ... Just saying.
Gameplay changes are made through patches. Content is added through DLC. What makes you think they have any reason or need to make an expansion pack (which would require considerable investment up front for uncertain gains).
So that means they have the leader all done, but it's a competition to who can guess it.
Every recent Civ series has had expansion packs, so it is a very reasonable assumption to make that 2K would put one out.
By the way guys, this event of who will be the next Korean leader in Civ V will reveal on 08/09/11 Korean time.

We had this discussion a long time ago. A suggestion was made for a scientific UA. This made sense in the context of modern Korea. Plus, it'll give competition for Babylon. I do think they'll go the 2 UU route, just because they have two that people have generally heard of.
UA: I want to say "Juche" - it seems like a noble concept in and of itself. Effects are -50% maintenance to units within borders; +2 science from defensive buildings.
Juche or Chuch'e (Korean pronunciation: [tɕutɕʰe]) is a Korean word meaning "main subject." In the Democratic People's Republic of Korea (North Korea), "Juche" refers specifically to a political thesis of Kim Il-sung, the Juche Idea, that identifies the Korean masses as the masters of the country's development. From the 1950s to the 1970s, Kim elaborated the Juche Idea into a set of principles that the government uses to justify its policy decisions. Among these are independence from great powers, a strong military posture, and reliance on Korean national resources. Juche is unlikely to be the UA name, as the South Korean government may well censor anything related to North Korea. The North Korean YouTube channel is also blocked here in South Korea.
