They are 4 different QA builds. Since they update them one at a time, I assume each sequential build has more patch changes than the previous. I don't know why they need 4 though.
This is a complete assumption, but I'd imagine they have four specific stages of a QA build before it gets pushed to production. As QA builds tend to be locked (throughout the software industry); you don't introduce changes to a QA build while QA is testing on it. So they'll dump all the fixes into the next build, and so on. It might not be that you even need all four builds, it could be that for one patch it went through QA four times.
I don't know. There are some testing standards that companies would like to adhere to, but we live in an imperfect world and sometimes companies just make do with what they have.

Getting somewhere... funny not hard to improve when they start at rock-bottom. At this stellar speed, the game might be enjoyable just in time for the civ7 hype.

Wasn't there a post on facebook about the linux release coming on february 9th, or did I misread that? Does that make it reasonable to hope for the next patch coming tomorrow also?

Yes, the Linux version goes live tomorrow. It's possible that the patch and DLC will too, but unlikely in my opinion.
They've just this week kicked the QA into high gear. Today the Mac DLC 03 depot switched from unused to encrypted, while the Linux DLC 03 depot remains unused. And they still haven't implemented the Achievements. The Achievements for the last DLCs were in place 20 days ahead of time.
Edit: the Linux DLC 03 depot has also been upgraded from unused to encrypted. So, who knows...

Well aspyr said in a twitter conversation, that they could not make cross platform with Windows happen easily because there was new stuff coming shortly. Well that doesn't necessarily mean anything but still this gave me chills.
I just exchanged Tweets with Pete Murray, asking if there was a Livestream tomorrow. He said all devs are too busy to stream. Since Linux is Aspyr's thing, it would indicate that the Civ team will still be busy on the patch/DLC tomorrow. If it were going live tomorrow, they would have free time for a stream.
If they were just starting up another patch/DLC right away, a couple of people probably would be able to squeeze in an hour for a stream to show off the one they just did. At least, that's how I see it.
