I think I can finish my game by Tuesday. Maybe Thursday, I'll just stay in Steam offline mode just in case. Speaking of culture bombs, I'm having a great time with Poland on the crowded Europe TSL map with this mechanic.

The "probably not going to be today" sounds, to me, as "as soon as it's done", but that's probably because I'm used to Riot Games, who indeed just work on stuff all the time and have 2-week patch cycles and just put out everything that's ready for the patch. To be honest I expect Firaxis to have a set date.
I don't know, on one hand if you take the previous patch where they put up the videos at the same time as the content being released, it seems like they wanted to release it today and ran in to some last minute issues as someone was speculating earlier. On the other, if they're having a livestream tomorrow to talk about the changes, it does sound like they have a set date in the near future and want to build some hype in the time they have.
There's a difference between making a DLC before release and "okay, these are 30 leaders that we might wanna put into the game in DLC's, these are 1-paragraph texts about what they did, please read it aloud while we record it."
TBH I bet they have a selection of civs already made and ready to go with a few balance changes but they just pick which one to release based on patch times and whatnot.
I have to say that "shifting the goalposts" comes off a bit agressive to me. I have a hard time pointing out why it's wrong (it certainly is) without being a jerk, but with you not using a quote in your post and the last post on the matter being that someone found it weird that they'd have Sean Bean come over for just those few lines, it's only logical that I'd say there's a difference between making a DLC and recording some voiceover lines.
