Regarding Gibraltar, a contentious issue:

It has been rebelling for approximately three years. Spain has done nothing. Britain has done nothing. Now the people wish to join Spain.

Why punish Spain for its proximity to a rebelling region? Spain has not intruded on British sovereignty for three years. They let Great Britain deal with the rebels. Great Britain has not.

Russia proposes that Gibraltar be transferred to Spain, therefore, who will take better care of the region than Britain can.

Furthermore it is imperative that an international body be created to deal with such issues in the future. Thus, in keeping with the Fourteenth Point, Russia proposes a League of Nations be formed.

As there is no neutral country to place the League of Nations Headquarters in as Switzerland is no longer a country, it behooves Russia to suggest that this matter be placed up for vote.

All of these cities unfortunately are not neutral.

The Lowlands however suggests Amsterdam as the most logical place for the time being as we are not currently tied up with any alliance. (If we are selected we won't join the alliance with Germany, Sweden and Brazil.)

We know that none of the cities are neutral; however, with Switzerland no longer a country, there is no true neutral location.

We suggest putting it up to vote to avoid a debate about which location is "the most neutral". The zoning area where the headquarters is located can be declared an International Free Zone or the like.

{Plus TTL the headquarters are in bloody New York. That's not very neutral, is it? :p}
 
Spain would vote for Moscow as the headquarters, in the event of a large war that would be the hardest city to hit without at least two years warning

Rome? In return for being based out of Rome, Italy would pledge to not join any alliance. Besides, it's a beautiful city that gave rise to much of western culture twice, under the Roman Empire and in the Renaissance.

Well technically Moscow can be taken in the first year of a war if the other nation plans the attack well enough.

I will not list a possible attack unless Russia does not mind, I do not want to give her potential enemies a plan.
