You need a navy to ensure myself, or no other nation can do that to you.

Not to mention if you even wish to fight overseas? (Tho i doubt that~ Im guessing all your attacks will be northwards)

I would assume a navy is important, because it is one major line of defense against invasion, instead of sending waves of troops on other landing troops, your NAVY can defend further out from the coast and try to stop them gaining the coast. Just one reason. Others will have others...

Percentages is the only way small nations could be a part of any research group and actually contribute something useful without it just being a leeching process or defeating the purpose of them joining. For instance instance if you set the price of membership of a research group as 4IC it would use all of my resources leaving me vulnerable to outside attack. You could perhaps use the research group as a way to research two advanced technologies at once if you decide such a deal isn't good enough for you.

If UCSA gives me Poison Gas Defense do I just lose the 2 IC already invested in it or can they be added to another research project. Also about research groups will they pay the same rate for technologies or will the cost be increased.
