Percentages is the only way small nations could be a part of any research group and actually contribute something useful without it just being a leeching process or defeating the purpose of them joining. For instance instance if you set the price of membership of a research group as 4IC it would use all of my resources leaving me vulnerable to outside attack. You could perhaps use the research group as a way to research two advanced technologies at once if you decide such a deal isn't good enough for you.

If UCSA gives me Poison Gas Defense do I just lose the 2 IC already invested in it or can they be added to another research project. Also about research groups will they pay the same rate for technologies or will the cost be increased.

OOC: By the way, as random information, Texas and Mexico cannot send any messages to other nations besides to themselves or to UCSA. They cannot get any IC or Tech aids either. The Embargo Act of 1922 is in effect. The UCSA Navy has blockaded the entire Caribbean and Pacific coastlines of Mexico and Texas.

@flyingchicken: Yeah, USCA has already been pwned by Mexico. Have fun trampling Charles.
 
OOC: Can you be sure of that? Such a blockade seems physically impossible to me...
 
OOC: It's possible. There are some Royal Navy in Caribbean, Kingdom of Lowlands' Navy in both Pacific and Caribbean, and UCSA Navy in both areas. Caribbean is COMPLETELY blocked, by blockading few chokepoints made by Cuba and other small islands, and Pacific Coast has bunch of ships patrolling designated areas to sink any unidentified, or hostile, ships on contact. The only chance they have is to send messages, or get them, through Pacific, but that can take months, IF they got past tens of ships patrolling the area.

The Pacific could swallow the WORLDS navy even in modern times.. i doubt you could do such a thing in these times.

OOC: Apparently, that's not a problem, because people traveled overseas, day or night, across both Pacific and Atlantic many times. Examples: Matthew Perry's travel to Japan, USS Oregon's journey around Cape Horn, in 1898 (approx.) Since UCSA Navy, and others', are just coasting the sea, they're fine. And sailing at night is possible because of landside lights and stars.
 
There are always ways, I mean the British had the entire East coast of the US blockaded during the Revolution yet America still smuggled news and offers to France almost daily.

Also, the Royal Navy is also in the Pacific too.

OOC: OK, was just pointing out its a bit unfair to declair it impossible for those nations to contact anyone in the world.. there are always ways an means.
 
OOC: What is the difference? Both are ships, wooden ships used sails, steel ships use gas. The smugglers they will chase will be smaller, more agile, and simply faster than the big destroyers to chase after.

I am not trying to go against you, I am just saying that there are ways to beat the blockade.

Very well, I am withdrawing everything I have so far.

The Roman Empire now recognizes the Republic of Texas as the official government of Texas. Furthermore, it backs Austria in it's demands that the UCSA pull out of Mexico and Texas.
 
As some things have cleared up, I can take Ireland if it is available.
