The American public as a whole is what matters. Or, at least, what should matter.

Obama agrees with no government funding. That's an extreme rightwing view.

When using IVF they normally destroy fetuses that are not needed or are not 100%.

If conception starts at fertilisation that has to be aborting fetuses.
 
That is not inventing it, it is not a combustion engine (to give an example of something you can invent), all you can do is define it.

If by "rest" of world you mean "westernized countries". Then yes. China, Russia, and North Korea do not agree with your "rest of world" definition.

No, because other people don't get to vote for the US president. Their viewpoints are not relevent. The president does not govern them.

Most people don't consider China and North Korea to be part of the modern world, at least yet. And Russia is dubious at best. YMMV.

The word "liberal" isn't really denoting of a relative perspective, although many people who have extremely conservative and authoritarian views seem to think it is. They seem to think anybody who doesn't share all their own views is a "liberal", or even a "socialist".

In this particular case, Barack Obama seems to have very few liberal views. The difference between him and those who try to vilify him are really based on only a handful of issues, most of which are quite minor. On the majority of important issues, there isn't much difference at all. This wasn't as true of Barack Obama in 2008 before he drifted even further to the right and became far more authoritarian to cater to even more conservatives.

Two possible explanations, none of them very good:

You only destroy life that was specifically created for this purpose and that never would have come into existence without IVF anyway.

It's a trade-off: The possibility to procreate without sin and make sex obsolete is more important than not murdering babies.



On topic: Yes, Obama is a liberal, and modern liberalism is a right-wing ideology.
 
A bit over 20% of Americans consider themselves to be liberals. They represent about the same percentage as Tea Partyers do.

The 2012 version of Obama has far less in common with them than he does Romney.
