Why the pretensions? Money or wealth if you want is freedom in the material world. Indifference is freedom in the psychological one that can translate to the material one at times.
Most posterboys of Western democracy possess lobby groups and elite legislative chambers that manage to contain the negative aspects of democracy that have taken root in many third world countries like India where there are no checks to popular votemongering.
Votemongering was endemic in good old England. It was reduced by extending democracy, not by 'tempering' it - whatever that means. (Or 'posterboys of Western democracy', for that matter.)
So elements of oligarchy through elite legislative chambers and the influence of lobbyist groups were indespensible in counteracting popular craziness and creating prosperity, stability and liberty. France shortly after the French Revolution was arguably more democratic than Modern France, though the latter has arguably less turmoil and makes for a much greater place to live in.
I'm not sure if you can call a country embroiled in both a civil and foreign wars democratic in any meaningful way. Perhaps you are referring to the constitution? (Of which there were several, to be sure.) At any rate, countries and empires have always been ruled by some type of oligarchy; that has little to do with the system of government.
So is this trying to say that liberal democracy doesn't work as a system of government or that "great leaders"(or the Singapore model if you will) don't work? All this flies over my head I'm afraid, can't you be more straight forward about things?
