Managed to fix the problem... Civtweak now works as it should... 
The american fleet was caught off guard by the japanese attack on the west coast, with most of the fleet away engaging in allied american-russian naval exercises in the bay of Okhotsk. However, in its place, the US coastguard managed to repel the first wave of a japanese invasion attempt.
The US coastguard suffered no casualties in the battle.
Japanese casualties :
1 japanese fighter
1 carrier
3 battleships
1 transport
+ one unidentified unit

The Navel battle in San Franciso harbor still rages with an American battleship sunk along with two Japense Aircraft. In the war in Asia the Japense soldiers dig in expecting a bad winter.

I connection with the new version of the scenario, what do you all say about starting a new PBEM game besides this one? We could all play the same nations, or perhaps more intriguing, play other nations.

I'm definatly tempted... having already experianced the Japenese Stalingrad (Operation "General Franko" has gone into effect ;P)... would be interesting to see it from a different perspective.
