I suggest switching around the icons for military and secret police improvements -the mp in the secret police icon is obviously not undercover .
How come the US doesn't have a secret police force? (courthouse) -it seems a bit oddly connected to Kamikaze Attack..... what is your reasons for allocating courthouses to this particular tech, Bo? I agree, democracies probably experienced a high degree of corruption, but probably more so as the war began to near its end. -how can we fight the problem of corruption without it, and without being able to switch to communism or a proper democracy?
Maybe you could simulate the higher degrees of corruption and black market developments with a couple of prebuilt wonders for selected civs which goes obsolete with a later, vital tech? Perhaps Adam Smiths or a financial cash saver like J.S.Bachs... not sure what these are used for in the scenario now.
