My condition worsens I confess; the cursed infection which plagues me is taken much of my strength. Now I sense my rest before judgement is soon to come. As one of my last actions I will wish to once again demonstrate the glory of a invention I bought into Persia; the telegraph. It is important that both Persia an Sakart'velo are in good communications and hence I would suggest we begin to deploy telegraphy with both our powers, exploiting our touching borders for the benefit of both our nations. We must hence establish the Persian-Sakart'velo Telegraphy Pact to ensure both our powers are set in the right awe by the marvel of communication.

If it proves successful with both our nations I will open up a similar pact with the Russians, which connect said telegraphy with Greater Sakart'velo and the Russian Empire. Smooth Persian-Sakart'velo relations can adopt smooth Persian-Russian and Russian-Sakart'velo relations too. We should not deny ourselves such a wonderful possibility that will benefit our nations. As we grow we must know. Telegraphy will help our security with details of movements, our merchants in understanding present market conditions and our thinkers will another channel of thought. We have possibilities; we all must not neglect these possibilities.

News:
As the new president Subroto Bagchi completes his first year in office the people of Odisha breath a collective sigh of relief as the year goes by without any attempts at a coup or major destabilization of the government by the Nationalist party. So far it seems that India's experiment in democracy has been a large success as the ports begin to receive more traffic and more of India is reclaimed from chaos.

President Bagchi made a speech with Madhusudan Das and opposition leader Sadhu Meher (although he later stated not to confuse an act of national solidarity with him going soft towards his opponent) at his side as the ancient metropolis of Hyderabad was retaken on October 31, calling it the symbol of the creation of a new unified India ruled by indians. Since then the city has began to regain it's old glory as the government opens new financial markets and many Odishans move to the city and begin to repopulate it.

Neither the Ottoman Empire or Sakart'velo, when drafting their respective settling policies for Eastern Anatolia, must've taken into account the potential for conflict between Georgians and Turks in several of the new frontier towns that have sprung up since 1880. These frontier towns, on the very fringes of new civilization, are diverse in language, religion, and culture.

Early in May of this year, the Ottoman Empire received petitions from Turkish committees in several frontier towns for a formal military presence to protect the colonies from bandits. Whether or not that was the only reason for inviting the Turkish military is up for debate at the time of writing (December). What can be said, however, is that Bursa responded quickly to the petitions and ordered three divisions into three frontier provinces. These divisions would arrive at the end of May.

At the same time Turks were petitioning Bursa, Georgians were petitioning Tbilisi. Tbilisi ordered three of their own divisions into the three frontier provinces. While neither Bursa nor Tbilisi can be said to have wanted the conflict that would rock several towns in July, it is fair to say that conflict became unavoidable once both sides sent in troops near the end of May.

June was a tense month. The key frontier towns, namely those with committees that had petitioned the different governments, remained in limbo. Neither the Ottoman Empire or Sakart'velo sent troops into towns with conflicting petitions. Meanwhile, mid-level diplomatic activity between the two countries reached a fever pitch before cooling by the end of June.

With a diplomatic solution no longer in the cards, and neither side willing to withdraw, disaster occurred. A Georgian brigade entered a town, to which the Turks responded by sending a brigade into a town. Both brigades demanded the other to leave, as the town entered was now formally part of that brigade's country and that the continued presencne of the other brigade would be construed as a trespass.

No one knows which side fired first. By the end of July, Sakart'velo was forced out of two provinces, but forced the Turks out of the third. Casualties on both sides were light, and no large pitched battles were fought. Importantly, neither side wanted to turn their cannons onto towns to force the enemy out. This didn't stop firefights from breaking out in towns. The situation on the border remains tense, even as we enter a new year.

New Year’s Day, 1883

The world grows colder, and every year governments are being forced to take risks with national budgets, trade deals, and foreign policy. Many countries stifled unrest in colonies this year brought on about by overextension.

The United States of Central America and the Confederation came to terms that would ultimately benefit the USCA. The leadership of both countries inked a trade deal that would lower legacy import duties on agricultural products, essentially granting the USCA a new export market for its relatively significant agricultural product. The deal is poised to supplement the Confederation’s reliance on fish stocks and decrease the price of food at home.

However, the lowering, even slightly, of the price of agricultural products and food in the Confederation is secondary to the bigger piece of news to emerge from the Pacific. A Confederation naval squadron sailed into the Bay of Hilo, and through that display of naval strength, forced the short and bloody reign of King Kalakaua to an undignified end. Kalakaua would be killed by a mob two months later.

Other major news is the establishment of the Confederation Colonial Police, officially part of the Confederate Army. The CCP has been tasked in keeping the peace in the rough and tumble frontier settlements; especially those in Arizona and Western Oklahoma, a region plagued by raids from cannibalistic tribes of the death lands.

This isn’t to say that the USCA hasn’t had success outside the realm of opening up an export market. The USCA continues to provide the financial and military support to settlers migrating northwards into Mexico and southwards along the Pacific coast of Central America.

In the Middle East, the uneasy relationship between the Persian and Russian Empires has taken another hit with minor skirmishes breaking out between Persian and Russian irregular forces and settlers in the troubled Afghanistan and Turkmenistan regions.This comes on the heels of Russian forces securing the valuable port city of Karachi, gaining the ability to trade without resorting to shipping goods across the Caspian to sell to Georgian middlemen.

Elsewhere, the Ottoman Empire’s political reforms are beginning to bear fruit. Acknowledging the pressure on the central government, the constitutional parliament decreed that some central powers will be ceded to newly-created local governments. The laws on this federalist system have been many, including federal exemption of Sunni Islamic institutions and persons from federal taxes. As the Ottoman Empire stabilizes, the ability of the empire to mobilize labor to improve urban infrastructure increases.

Not all these developments have been met positively. Non-Sunni Muslims have been barred from positions in the new federal parliament, and in some locally-administered provinces, there are questions whether or not the local governments have authority to tax Sunni Muslims. Some local governments have done so anyway, stating that ideology is secondary to continued operations at this time.

This discussion comes at an important time as the tension between Georgia and the Ottoman Empire increases as border disputes become more common place following the July War.

In somber news, Shah Naser al-Din Shah Qajar is dead after years of illness mere days after reaching out to the Russian and Georgian Empires for infrastructure treaties. The deal has fallen on deaf ears.

Finally in India, Hyderabad is once again part of civilization. President Bagchi’s October speech in that city has been met with widespread praise by critics within the Republic, and the governments push on restoring production and markets has given the subcontinent a glimmer of hope.
