There are lots of civs that are barbarian civs, such as the Huns, Goths, Scythians, etc. You can find them if you go through the various pages of the new civilizations section.

The UU can be Micro Nation which would replace settler(thats where you can get a city list from and it's ability could be that it doesn't reduce the population) the UB Maunsell Fort (haven't thought of an ability yet but maybe it can replace city walls?).

What I usually do in civilopedia entries (for the modules I have made) is put their name, their title, their lifespan (or reign if their birth and death is unknown), and then a bit about them. For those who are dictators (but don't use the title, I think Mussolini may have been the last one to actually USE the title Dictator) I may or may not write out "this man was a dictator," but would describe his rule and actions as a leader.
But to suggest that you should write up a pedia entry for someone and intentionally leave out information is ludicrous. I mean there is no guarantee that the phrase "Pinochet was a dictator" will appear in his civilopedia entry, but having said that one who creates a Chilean civ (which I probably will do eventually for my mod) shouldn't intentionally avoid the comparison.
I think its funny though.

Al Qaeda is hardly even a real organization, and OBL is hardly the leader of this fake organization. And a suicide bomber replacing a grenadier? I think it'd be better off replacing a cannon or artillery, maybe even a spy with a special mission. I also doubt that, if Al Qaeda (in the sense it is portrayed at least, because I don't even think its really a group in the sense we are told it is) runs these camps they actually call them "Terrorist Training Camps."
I'm sure there is a better name for it than that! If you make a new civ you have to make them from the perspective of that faction/culture/empire/nation etc. So I think the term "Terrorist Training Camp" would be ill-advised.
