Aquitaine is defined by the sea and the mountains. When the Romans ruled it was a convenient little place to build a villa and send a son or two to hold a pulse on the Atlantic trade. When the romans lost it was a convenient little place to pillage a villa and send a son or two get more plunder for your horde. In the end, Aquitaine's attractions- good fish, good ore, and good living won the arrivals over, and a mixture of Visigoths and Franks, along with a mongrel sampling of any other barbarian strongmen, eventually stopped tearing appart the Roman structure and placed themselves ontop of it.
And so it came to be a matter of time as they schemed against each other. Eventually, the Visigothic (Romanic Gaul, they explain with a smile) House of Reginald managed to gain the advantage by switching from Arianism to Catholicism to gain the support of what's left of the local church. And so Aquitaine was less devastated by fighting and more by constant plots the nobles had against each other, and rarely, against the King.
Now, with their counterpart Leon on the south of the Pyrenees falling to the Moors, Aquitine sleepily rouses itself into action. Bricks will be needed as much as swords, for if it takes even five years for them to gather their armies, that is five years worth of walls in the passes of the Pyrenees.

Culture: The Strange cultural situation of the Kingdom of Eborica is caused by its strange mix of britons, saxons, jutes, and angles. The two largest factions of the population are the britons and angles which have inter-married the most of the factions and are known as the anglo-britons in the Kingdom for the most part. They make up a large chunk about 80% of the population while the saxons and jutes make up the rest and are centered in most of the Kingdom's core territories especially around Ratae. The Anglo-Britons are a culture mostly in the area around Eborica and the southern half of the Kingdom. The culture has become infused with the old briton traditions and new ways of the invader cultures leaving a very distinct culture in the place of them all. Since all of these cultures have a strong pagan tradition it has left them being only slightly loyal to the christian church, but with the assembling of the new Celto-Coptic church of Eborica this might be subject to change. The mixed culture puts a strong emphasis on the family loyalty and has adopted an approach of being kind to your neighbors to an extent. The collapse of the economy of the Isles in the wake of the Roman retreat leaves most of the economy in the hands of farmers who are under land owners which leaves a very strange formation taking place. This formation is the beginning of a feudal system. This proto-feudal society combined with the unique mixture of cultures is leading up to a sort of strange period of cultural growth the last ingredients needed are a united language and prosperity.

Domestic Affairs: The Kingdom of Eborica is for the most part under the command of its Tudor "King of the People" who rules as a representative of all cultures with in its boundaries in theory. In function the Kingdom acts like most of its neighbors and is like them beginning to enter a sort of proto-feudal state. The Tudors have managed to keep most of the rich farmlands in their control only handing out the hinterland to their most trusted nobles. This keeps the nobles busy with controlling the boundaries of the Kingdom while the King himself can consolidate his holdings. The fact the King owns all of the major towns with in the Kingdom is a testament to what the crown plans for the future. An interesting aspect of the Tudors however is the court. Their court unlike most is not just made up of noble born but also of the greatest minds that can be found in Brittania. Most of the remaining roman descendants have flocked to the Kingdom since the First Tudor established his own Kingdom in Northern Mercia which was known as the Kingdom of Ratae at the time. Other lowborns have also become influential in the court, the few merchants the Kingdom gets are courted to stay in the court and do business in the towns under Eborican rule in order to bring about prosperity, those banishes from mainland Europe are also welcomed which set the precedent for the acceptance of the coptic scholars. Although not a center of knowledge of sophistication in the world the Kingdom is a beacon in the land of Brittania for the most part. No peasent has ever been to the court but Village and Town Elders have been allowed to bring forth their grievances to the Tudors when they are in Eborica. Dilys was the most active in solving the problems of his people usually using their complaints as excuses to remove corrupt officials or troublesome nobles or in general enforce his rule in that area. The results have so far been positive and have lead to an overall increase in internal trade and prosperity but not enough to spark the golden age he had sought. Another odd habit of the Tudors has been attempts at restoring old roman towns and ruins. The town of Ratae itself was once Roman and has slowly seen some efforts at restoration since the First Tudor made it one of his centers of power. Old Roman Forts are if not restored salvaged for their raw materials which are used to build new makeshift stone structures on current inhabited sites. This has lead to an overall advantage in architecture and fortification over their neighbors. Originally the people worried about this habit but the First Tudor reassured them of the safety by having a priest perform rites over the old roman settlements in order to prevent any ghostly haunting that the people feared may occur if they ventured near the ruins.

(lacking practical knowledge on briton and anglo-saxon culture I tried to be as general as possible while actually giving some information on the culture. The Domestic affairs I kind of went for stating what would not be obvious at least I hope I accomplished that. I'll see where I think I am missing something and try to fill it in before you do like an update 0 to show us our stats or whatever.)

Government and religion: City states rulled by kings or chiefs, Poland is still in the process of uniting. Most locals follow the local traditions and beliefs, but Christianity is comming from the South.
History: The Polish tribes have long wandered this land. The coming of the Avars from the east and Chrisitanity form the south may have been the cause of a movement toward unification. Several cities have appeared, the largest of which is Warsaw which has now claimed much of the land surrounding it.

Location: Sicily
Brief History (Will be expanded on soon): In 740, Muslim armies attacked and captured Syracuse. They were poised to take over the entire island, but domestic problems forced them to withdraw. Sicilians took this as a sign that the Byzantine Empire was no longer fit to rule over them, as they could not even protect them against the Muslim heathens. For this reason, they have sought independence. The government is heavily based on the Byzantine autocracy, but it is also heavily influenced by the Eastern Orthodox religion that most of the people practice, almost going into theocracy at times, depending on how real the Muslim threat is.

Can a strong leader reappear and lead the Roman Empire to glory once more, or is the name of Rome lost to the tales of history?

Either is fine, but in my short experience fresh starts tend to lean more towards the latter.

Somewhat; you are the Frankish Empire, so you would start with the northern and eastern half of France at this point. How much land you start with will depend mostly on who else starts around you.
