A few questions before I decide just how interested I am:
1) How will conflicts between societies be resolved in section alpha? I realize you have a proper military stat, but if there are multiple states they may not work together well, or any number of other different things. Will you just decide on a case-by-case basis, or do you have something more concrete when it comes to societal conflicts?
2) What effect will the winner of a conflict between societies have on those he has defeated? Will the incursion of a state of one society automatically bring with it the state's society, or will it take more effort to shift the borders between societies?
3) What are you exactly aiming for? Are you looking for a world with very similar culture history to Earth, or something very different?
4) What about religions? How are they formed? Will they have any effects beyond values and other whole-society traits? What about conflicts between religions, both military and ecclesiastic? I'm really going to hope ecclesiastic makes sense there.
5) And, finally, as to starting locations, will values have an effect on where you start? For instance, say I want to play a civilization with an aquatic rather than terrestrial value; would I be guaranteed to start on an island or near some large body of water? Similarly, it makes little sense for nomadic peoples to originate in the most bountiful or difficult-to-traverse areas. At least, it makes little sense to me; I don't really know what you would rule on something like that.
