The Game
You have to join as a party/faction/cult/whatever. Multiple parties can form coalitions, of course, but everybody is represented in game as a faction. Pick a planet to build your headquarters (Earth of Mars for now).
In Galactic Civilization II, our party is the Technocrats, which gives us a research boost. Dont worry too much about that for now..
Keep in mind that each turn in GC2 represents a week.
Government and Elections
There are three levels of government: The Planetary Councils, Solar Councils, and President.
There are ten seats on each Planetary Council. The Planetary Council chooses the Planetary Governor, who controls what is built on that planet and from that planet.
Each Solar System has a Solar Council, which has 100 Seats. Each planet in a solar system sends representatives to the Solar Council based on the relative size of its population. In the beginning, Earth sends 98 senators, and Mars sends 2. The Solar Councils choose the System Governor, who allocates money to the Planetary Governors, which itself is allotted down to the System Governor by the President of the Federation.
The System Governors elect the President of the Federation. The President controls the budget, allocates money (or saves it), can set research priorities, and do diplomacy.
Additional powers available to these governments outside of the ones listed varies from time to time.
The Military
In theory, the President is the commander-in-chief of the Terran Army and Navy.
In practice, it depends.
Planetary Governors, when they built their ships, are building ships that are considered part of that planets fleet. However, ships can also be assigned to System Fleets, and even the Federation fleets.
The relevant authorities can assign players to control fleets.
Non-Democracy, Opposition Actions, and More
Democracy isnt absolute.
Each party/player will gain Political Capital, which can be invested into planets to boost support on that planet. The higher your influence on a planet, the more you can get away on the planet, but negative actions that upset people will lower your influence.
I wont go into much detail because I want players to figure it out, but just know that not everybody is going to agree on what is best of humanity.
