PTW Bix file format

I got Visual Studio 6.0 as a bonus software package from my college, and I bought a TYVB6.0 in 21 days book, and I now want to make a PTW editor that allows unit re-ordering, Tech re-ordering, etc. I have all the ideas planned out, but I do not have one basic necessity. The BIX file format. I saw the 1.29f bic format at Apolyton, but no one has the Patched PTW format released yet.

Anyone up to the challenge?
