I have small question - if I play unrestricted leaders and choose some aggresive leader and Inca as civ, do Quechua still get just combat 1 promotion (because its the same what melee unit get from AGG)?![]()
You should, since the leader is aggressive.
Quechua has Combat I as a remnant of the AGG trait of HC in Vanilla. Developpers decided to not weaken such a weak and fast obsoleted unit as Quechua.

In my current game, the city of Isurium can not build Galleons or Caravels; although it is a coastal city and can build workboats, a harbbor, and a Lighthouse. I would like to know why this is? It shouldn't matter but it is on the coast of an inliand sea.
I've run into this as well, and it appears to be by design. I'm not sure what logic the game applies to make this determination, but some bodies of salt water suffer from this limitation.
Also does Tokugawa declare war at pleased?

In my last game I discovered a source of gems when working a mine at my capital. Is this player specific occurrence or can the AI also discover gold/gems/copper etc at worked mines?
Yes. There are also some spreadsheets with this information available.
Maybe we need some kind of memory tool to remember who can plot at pleased. I still remember the colors of the rainbow from junior high school thanks to Roy G. Biv.
