Can't happen. Leadership is only available to a GG or through the aforementioned event.
When you gift a UU doesn't it revert back to the non-UU?
I wasn't too sure where to post this simple question: Using the BUG Mod, on the main screen, beside the leader's name, there is a ratio, say 1.1. Is this the military strenght compared to my opponents?
I am simply asking because I am getting ready to declare war. I am scouting the enemy's territory and I don't see a whole lot of units, compared to my stack of Macemen, Chariots and Cats.
Am I missing something? Does the 1.1 mean for every 1.1 military unit I have, he has 1 military unit? Or is this all units including workers? I know he has a lot of workers.
This is important info because I do attack.

It's the power ratio, i.e. your power divided by their power. Stuff like military techs and military buildings is included in power in addition to troops, nonmilitary units like workers and scouts are not included AFAIK. 1.1 means you have more power than them, so with the huge garrisons AIs like to keep your SoD will likely be a lot bigger than theirs.
This is incorrect.
The Bug mod can show the power ratio in two ways depending on your own settings of the Bug mod. It can be their power/ your power or your power/ their power.
Err... If the asker doesn't know what it is, I considered it safe to assume it's the default setting = your power / their power.

As Silu says, at 1.1 you should be far stronger than the AI because it likes to keep big garrisons while you can concentrate your forces where they count. As well as the power rating, you should take technology into account. If you are attacking with cannons when your opponent only has longbows, relative power is not very important. The existence of an opposing SOD also need to be considered and this can only be found through recon (can he profitably attack your SOD?).Thanks Silu. I'll have to check what my settings are at.
So how does that translate in deciding whether to attack or not? I guess same scouting/recon procedures apply.

I'm on my fourth ever game playing the Beyond the Sword Expansion. I can't understand why I'm not getting line of site on other Jewish cities when I founded Judaism and have built the Temple of Solomon. Could this have something to do with me having not patched? If I'm mid game and need to patch will I be able to continue games that were started when the game was unpatched?

In addition to the purpose dalamb describes, culture can have other uses.?: If you are not going for a Cultural Victory, Popping borders, or trying to flip a city. Does culture have any use?
