This was new to me also until fairly recently. I believe the short answer would be that only the bonus from the Combat promotion is added to the attackers Strength - all other bonuses are calculated from the defenders Strength. So it would be very situational when City Raider actually is useful, since you always should weaken defending units with siege units before attacking. Or something like in that effect.About combat calculations and promotions:
Say you have a unit in a city, defending. Another unit is attacking. When I have a choice in promoting the attacking unit, it always seemed obvious to me that, in this situation (= attacking a city), I should take the 20% bonus that City Raider I gives me over the generic 10% bonus that is Combat I. After all, 20% is better than 10%.
But then a few days ago, I read somewhere that this is not the case, and that in some circumstances, the Combat promotion is actually better, even when attacking a city.
So now I'm looking for
a) an explanation of why this is (I'm reading the archives looking for answers, but everything seems horribly complicated)
and perhaps more important:
b) a clear rule about when I should choose the Combat promotion over the City Raider promotion

When a technology says "Obsoletes X" does that mean it does it when you discover it, or when anyone does? For example, Astronomy says "Obsoletes Stonehenge." Does that mean Stonehenge becomes obsolete when my neighbour is the first to discover Astronomy, or only when I do? Also, what is a sucession game? And finally, what is X: X= 1

Sorry, I typed it on my phone, so I was trying to make it short and sweet. I mean how manydoes it take to make one
in taxes. I guess that depends on what the slider is set to, but if there's a relative answer, that would be nice.

An opponent builds Stonehenge and then discovers Astronomy (obsoleting it). My civ doesn't have Astronomy and I conquer the city with Stonehenge. Does my Civ get the benefit from Stonehenge?
