Not really, but it feels that way to me.

Anyway, they're modifiers resembling the whole "darn, this guy's trying to win the game, too!" nonsense, as far as I'm aware, though I'm sure there's some depth to it that I'm not aware of (or at least, I'd hope so).

If you were 3 turns away from building a wonder and someone sniped it, you'd be pretty pissed too, so I think it's pretty immersive. I think the competing wonders modifier hits only if that civ was close to completing it though.
 
guys how is possible, that meele ships can attack coastline tiles? just saw corvette atack my landship parked on coastline Fort
 
Forts (and Citadels) allow ships to enter them so as to allow easier canals, and a side effect of this is melee ships being able to attack land units in them.

Firstly, the modifiers I was referring to was not the wonder modifier, but like I said, I'm not completely aware of how these modifiers work. However, in my own experience, they come up at rather random times, and they do break my immersion. It's a little irritating when you're just playing a game and winning and no one bats an eye, but other times you'll be neck and neck with an AI and EVERYTHING you do makes them upset. Perhaps if I knew the triggers, I'd feel otherwise.
 
well it will be % of victory conditions already achieved. when egyptians found congres i already started with 21 votes. when cs aliances came up to count, they started accusing me for competing with them. and thats what annoying me. almost everyone competing for diplo victory? thats exactly +1 by me for Takagi Hiro, bcoz from total enthusiazm it fall into ,,just game'' . Sometimes i dont understand turns of ai behaviour. Wu ze tian was friendly(but no DoF) to me all the game, than for non sens hostile for 10 turns, now friendly again and all negative modifiers dissapeared WTH?. Also Atilla from very first meeting was neutral, after few turns he became hostile to me till now for non reason. When AI do what it pleases, than how player can keep some rules to little manipulate its relations. Bcoz when i am trying all game bribe someone with luxes and gold to become more friendly and he regardless will become hostile to me, but on the other hand another faction is pure green in relations to me without any intervention, than i feel it little unreal.
 
Another question. Conquering city states counts toward warmonger penalties, or it is another case?
 
I believe, conquering city states is the worst you can do, if you fear warmongering.
It increases the value more then a normal city.
 
Is it correct that my Pioneer can't move into Ocean tiles? I see a really good spot across the way and it seems I can't settle a city there. Is there a fix for this?

You need Astronomy to allow embarked units to enter ocean tiles. However, if you have vision of coast with ocean in between and enough movement to not end in the ocean, then you can go across.

Warmonger penalties are greatly dependent on your diplomacy standing. Friends don't mind much a genocide here and there, while hostile civs will quickly become rilled up over a city-state.
 
by the way, im rly confused about that argument that AI doesnt play only vs player. Now i had rly strange WC voting, where i voted with all my votes(60) to enact sanctions against Denmark. My proposal did not passed bcoz AI voted against literally with -60(each by ones) and still keep some votes for other proposals.thats rly strange shame.

i will rather not talk about all being against embargo on one state with what reason? unability buy any votes, just imposible. same like trying make def pact with someone, imposible. try do whatever, what can dmg any civ, impposible. trying buy any strat resource even early, impposible( those prices are just terror). maybe those are enabled when player is far behind horizon to win game. but i would gladly meet someone, who is going to lose game and is acknowledged about that. everyone just rezign and start a new.

I understand that you might be a non-native speaker, however I'm absolutely at a loss for what you are trying to say. IF you are suggesting that the AI colludes, collectively, against the human, you are incorrect.

Jokes a part, it is not. Are you using the last version? I also had this bug with a quite old one.
 
i recently finished game with 8/18. there were hovering koreans. some weird gangnam style.
