Don't use governor to build buildings, only to manage citizens. Using latest SVN, already had to delete my saves once to not realizing the game options at start up got moved around. Will look through recycle bin.
Edit: Found my most recent save and uploaded my XML edits.
I've added some AI that consider the inflation penalty, but that's not yet on the SVN.
e.g. city governor on automate production, won't hurry production if inflation is high and so on.
I'll update the SVN with this change today.

Will try it out.

The AI in my current game somehow keep spawning cities in interplanetary space, in particular on various random moons and planetoids. None of them have spaceflight yet, so they're not doing it legitimately. Is this supposed to be happening or is it flaw caused by me turning on Revolutions and BarbarianCivs?

Its bug - apparently revolutions/barbarian civs are completely unaware of map categories.
Upload save.

I just wanted to come and say, once more, that YOU GUYS ARE AWSOME(C2C team). I finally updated my SVN(I have been using a REALLY old one for along time), and started a new game, and OH MY GOD. The game loads lightning fast, and the UI changes are absolutely, well hate repeat myself, but AWSOME. Not mention how fast the civpedia opens boom. Thanks again for making this awsome mod, and I hope you have the strength/patience to keep going. Oh and happy holidays(Ok so in 3 days).

How do i change the location of a Holy City in World Builder or by other means?
Any help for a desperate man?

I can get to the Religion UI in City Builder but it seems broken? There doesn't seem to be a way of editing a Holy City location through the "edit city" UI?

I'll look into it.

Edit: Work fine for me; click the cells in the city table on the right side to add religions to cities, click the Holy City text to make it place holy city in the box you click.

Seems to work just fine. Click the "Holy City" text at the top right, then click in the box where you want the city to be. Maybe not the most obvious UI... but is functional :p

Edit: lol ninja'd by Toffer while getting the screencap

Got it .thanks a million! I don't why but I don't have the symbols of all the religions across the top so it seemed random!

That could be explained by you having the game on steam, and that you haven't opted into the beta version (which is actually the original version of the game)

Yep, that makes sense.thanks for the help and all the work

I have a question, why is there no notification when an assassin pillages an improvement? I have to keep having to check each city radius manually every few turns because my AI are happy go lucky with assassins.

Would be helpful if it did give you an indication - I might have to get the AI to get a tracer event on that too so at some point I may look into it and see if the player can get a message - strange you don't though actually. I thought sure that you do. Maybe that's part of the difference between raze (pillage) and sabotage?

Yeah the only indication of a problem is a message an assassin has been killed, I have to check each of those messages and see where the assassin died and then check the surrounding area for missing improvements.

Other than by getting Innovative, is there a later tech that enables you to upgrade outside your borders?

I have just hit leadership level 2 (still in classical) and am trying to work out if it ias really worth taking a positive trait for a negative one (like isolation) or just adding/subtracting the same one (to stay at charismatic/industrial). Innovative is tempting for the ability to upgrade outside the borders as its internal balnce is pokay, but it would mean taking on a negative penalty (which I'd taken off the first leadership upgrade).

As I don't know really how often (or how much)the dynamic leadership offers (and renaissance, when I can take the second level of my positive traits is a long way off), I'm struggling to be sure as to what to aim at.

Why would he have been killed? Hmm... is that an aspect of sabotage as a mission? Is that an accurate message or is it just being sent back to capital? This really means sabotage should be looked at closer. Raze surely shouldn't be functioning like this.

I'm not aware of any other way to get this benefit outside of this trait and I do hope that it continues to be unique to it. Though if I recall, there's another trait that can deeper in the upgrade chain... maybe.

No my dogs or my hunters kill the assassin and then I get an alert about that.
