Is this an older or younger brother? If it's older than you're pretty much screwed (and wrong- we older children deserve whatever we want ) but a younger brother you can just sit on until they give up.

I'm older, and have tried the "sit on until he gives up" approach. It ends with him either calling our parents or scratching me to death.

If he's younger you should be able to life him up and toss him to the floor. If you can't you need to build some muscle.
