This is my idea:
We get the police out to settle the situation immediately. Once everything has calmed down, we will hold an organized hearing to see what will happen to the prominent figures in the action.

Causing a massacre will only create martyrs for their movement.
We could crack down on the city with the military archer garrison and maybe pull together a spear company from the little village garrisons nearby, but that runs the risk that the villages will riot too.
Yeah you can send people you trust in to quell things if you want. Do you want this handled before your turnset or during?
