War Plans
-The navy and army should be teached to be "sieg-like" and destory with
3\5 of the navy the panama canal.
-The army and navy should grow in size.
-1\5 of the navy will hunt down Zulu-ships until the whol zulu navy is destoried.
-1\5 of the navy will sieg on the island that have been taken from us.
-2\5 of the army will zulu from the north
-2\5 of the army will attack from the eastern teritories!
-1\10 of the army will be sent to take back the islands.
-1\10 of the army will buld towers and castels in alaska and keep it safe...

The Spanish Goverment consists of 3 parts:
The Common Appeal, where any party of over 2500 commoners supporting anything can bring this up to the Lower House. Past the minimum of 2500, every group of 500 supporters counts as an extra vote in the Lower House.
The Lower House: Consists of 300 minor nobles. Cases are raised here by the CA and by the members of this. Any idea getting over 100 votes or a majority of those voting may be passed to the Upper House.
Upper House:
46 major nobles with 1 vote each
The Overgeneral of the Army has 3 votes
The two aides to the OG have 2 each
The Admiral of the Navy has 3 votes
Admiral's aides have 2 votes each
This makes a total of 60 votes.
Issues require a relative majority of 32 to 28 or greater (Relative means that 16 to 14 and 30 abstain will win a vote) but the King can overturn any vote that has less than 40 to 20 or a like ratio.
Now to use this system...
Recently 8000 commoners raised an issue: Stop this stupid war with ZuluLand! The Appeal's representative instantly raised the issue at the Lower House
The Lower House, being as yet fairly undecided, voted:
68 for
61 against
171 abstain
With the 11 votes from the mass of commoners, the issue gained a majority and was sent to the Upper House.
Here all the navy leaders, the Overgeneral and one of his aides voted against stopping the war, being 12 votes. With the "Stop the War" issue getting a total of 7 votes, it was ignored.
The war will continue.

General Jurgen Von Otten, ruler of Germany, has announced that Germany will declare war on France in what he calls a pre-emptive strike. The Roman people were becoming worried. Another world war was starting and only a few nations were neutral. One such nation was Rome. No one wanted a war. But people did want to defend themselves. As a result the RTS gained 60 seats. Pax Romana 40 and Empirelists gained 20. The emperor was RTS.
The people wanted to ensure their safty. Not be isolated and weaken their defense. So the RTS immediatly put forward a bill to increase Navel size. It passed. They wanted to secure the seas and make sure there would be no amphibious invasion.

The people of VikingLand were absolutely horrified at the actions of Germany invading our allies in France.
They were also shocked at the attitude of the Indians, most of all the Indian reponse had hurt them and gave them steely resolve not to bend the TAP stance of anti war.

I took everyone plans into one big world map, so everywhere it's said a fleet or an army supose to be, there is one...
