Incas 24 (23 + 1) The dominant civ in a completely unrepresented region. Early in the thread, DudewiththeFood described them as the "Romans of South America", and I think that's a good description of their impact. Add in the dramatic lack of culturally and geographically similar civsin the game, and you get an empire that I think should have been a higher priority than the majority of the vanilla roster.

Incas 19 (22-3) While I like them to reappear sooner than later, I also want to level the playing field. It's a fascinating culture, for me especially the question how they ruled their empire and managed to hold it together. Calling it the Rome of South America seems a bit far fetched though. First, I don't like the X of Y, it's garbage in most cases. Second, the comparison in this case doesn't hold much, the Persians of South America would probably fit better, but even that is of course fundamentally wrong.

In all the lands they conquered, Genghis' descendants ended up assimilating to the native cultures. Plus RIP Western Xia, and Central Asia. I bet one of their abilities would involve razing cities...

Mayans 12 + 1 = 13 Even though I give you an up vote, since Palenque was recently added as a city-state, it makes me think that the Mayans will not be added so soon. That's a pity, it's an impressive and distinctive civilization, one of my favorites.
Mongols 13 - 3 = 10 If we are setting priorities, I think the Mongols can wait until the other four on the list are added before.
