Assyrians 17
Babylonians 26
Byzantines 16
Carthaginians 14
Dutch 18
Ethiopians 22
Hittites (19-3)=16 I fear Firaxis will not accurately represent them in the game, the leader would speak Akkadian instead of Hittite, like Sumer, plus Ottomans has more precedence over them
Incas 28
Indonesians 14
Iroquois 17
Khmer 22
Koreans 19
Malians 19
Mayans 21
Mongols 24
Moroccans (6+1)=7 Morocco in Civ5 weren't a Barbary Pirates civ...I think they have a better chance of getting added than Hittites
Ottoman Turks 25
Portuguese 15
Siamese 21

Songhai was excluded from the list, and it had 13 points.

Assyrians 14 - Gilgamesh already seems very war-oriented and while Sumeria wouldn't be my first choice to include an ancient Mesopotamian military civ, I don't think we need Assyria doing the same.
Babylonians 26
Byzantines 16
Carthaginians 14
Dutch 18
Ethiopians 22
Hittites 16
Incas 28
Indonesians 14
Iroquois 17
Khmer 22

Malians 20 - Personally my top choice for the next African civ. Dominated the region and make for a good money civ.

Ottoman Turks 25
Portuguese 15
Siamese 21
Songhai 13

Assyrians 14

Indonesians 14
Iroquois 17
Khmer 22
Koreans 19

Moroccans 4 (7-3) a big mistake, they are simply not thrilling as opponents

Songhai 13

Assyrians 14
Babylonians 26
Byzantines 16
Carthaginians 15
Dutch 18
Ethiopians 19 (22 - 3) The game definitely needs more African civs, but Ethiopia's been in both of the past two games, and I'd rather see some variety.
Hittites 16
Incas 28
Indonesians 14
Iroquois 17
Khmer 22
Koreans 19
Malians 20
Mayans 21
Mongols 25 (24 + 1) An incredibly important historical civ. I like the idea of shaking things up by using Kublai Khan as the leader.

Songhai 13+1=14

While Mali was the longer lasting empire I feel Songhai was the one that did more in the time it had. As the saying goes, "The candle that burns twice as bright burns half as long". While I doubt they'd have both I feel going multiple leader here and having one Songhai and one Mali under a unified flag wouldn't be massively inappropriate as the empires really were quite close, similar to Chinese dynasties which are all represented by a unified Chinese civilization as well.

As for Assyria I think we're pretty well stocked on early game war mongering one trick ponies for the time being, and I really doubt they'd go a different route with Assyria as I don't see another viable route that wouldn't be better suited to its neighbors or simply not emblematic enough of their legacy to be accepted by the general public.

Portuguese 15 + 1 = 16 It was one of the greatest empires in history, one of the pioneers of great navigations and doing colonies around the world.
Siamese 21
Songhai 14 - 3 = 11 For the same reason as my previous post

Assyrians 11
Babylonians 26
Byzantines 16+1=17 (for naval fun!)

Portuguese 16
Siamese 21
Songhai 11

Assyrians 11
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 18-3=15 Were they a major colonial empire? Yes. Do I want to see them return? Yes, absolutely--in an XP down the line, after the rest of the world has been fleshed out and balanced properly.
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 17
Khmer 22
Koreans 19
Malians 20
Mayans 21
Mongols 25+1=26 The most obvious omission right now, along with Babylon.
Moroccans 4
Ottoman Turks 22
Portuguese 16
Siamese 21
Songhai 11

I want to see as many of these civs return as possible. This is just a question of determining how urgent their return is.

Assyrians 11
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 15 - 3 = 12 I really want to see them, but certainly not before Portugal.
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 17
Khmer 22
Koreans 19
Malians 20 + 1 = One of the best african civs for me
Mayans 21
Mongols 26
Moroccans 4
Ottoman Turks 22
Portuguese 16
Siamese 21
Songhai 11

Assyrians 11
Babylonians 26

Mayans 21

Moroccans 5 (4+1) Maghreb needs representation and Morocco is the best way to do it. I think this one is often marginalized when speaking about history. There's a rather unique culture in this part of the world that superficially feels Arabic and typically islamic but really isn't if you get to know it better (and know Arabic or 'eastern' islamic cultures). And there's great potential due to many well known rulers. Also: a desert civ is still missing in civ VI. And if you down vote it because of the pirate thingy: that could lead to a cool ability as well.
Ottoman Turks 22
Portuguese 16
Siamese 18 (21-3) I'd prefer other SEA civs.
Songhai 11

Assyrians 11
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 12
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 14 (17 -3) -- If they came, I wouldn't object--after the introduction of gunpowder they were easily one of the most influential tribes in North America and had they continued their policy of neutrality and playing the great powers against each other during the War for Independence they might still be a major influence in the region--but I'd rather see someone new.
Khmer 22
Koreans 20 (19 + 1) -- Korea has always been one of my favorite civs, and I look forward to their return. Maybe Sejong can be modeled a little better than Frog Shi Huang? ;)
Malians 21
Mayans 21
Mongols 26
Moroccans 5
Ottoman Turks 22
Portuguese 16
Siamese 18
Songhai 11

Assyrians (11-3)=8 This civ is a low priority for me right now, with Gilgy as the warlike Mesopotamian guy
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 12
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 14
Khmer 22
Koreans 20 Korea's leader doesn't have to be Sejong...how about Seondeok of Silla?
Malians 21
Mayans 21
Mongols 26
Moroccans (5+1)=6 Padding them for the inevitable two downvotes :p, There's a long period of history they can choose to represent in this Civ (Almoravid, Almohads, the later dynasties), plus Rock the Kasbah
Ottoman Turks 22
Portuguese 16
Siamese 18
Songhai 11

Assyrians 8
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 12
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 15 (14+1) I'd personally like to be able to role play as a native Civ again. And Iroquois gives us a real shot at another interesting woman leader. And if it's Hiawatha again....he was absurdly hot in Civ5.

Khmer 22
Koreans 20
Malians 21
Mayans 21
Mongols 26
Moroccans 6
Ottoman Turks 22
Portuguese 13 (16-3) NO MORE EUROPE. Maria's squaking in Civ5 was enough to make me choose a Portugal downgrade over the Dutch this time.
Siamese 18
Songhai 11

Assyrians 8
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 12+1=13 Same as before

Indonesians 14
Iroquois 15
Khmer 22
Koreans 20
Malians 21
Mayans 21

Moroccans 6-3=3 Same as before
Ottoman Turks 22
Portuguese 13
Siamese 18
Songhai 11

Assyrians 8
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 12+1=13 Same as before
Ethiopians 19
Hittites 16
Incas 28
Indonesians 14
Iroquois 15
Khmer 22
Koreans 20

Mayans 21
Mongols 26
Moroccans 4 ( = 3 + 1)
Ottoman Turks 22
Portuguese 13
Siamese 18
Songhai 8 ( = 11 - 3)

Morocco has a unique culture and a wealth of history that would make a great addition to the game. Civ V was right to add them, and Civ VI should certainly follow suit at some point.

As for the Songhai - it's Mali's turn :P. Although as another person suggested, a "Mali" civ that factored in aspects of the Ghana, Mali and Songhai empires wouldn't be a terrible idea, given their close geographical and cultural links. They were very much successor states to each other, and inform the culture of what is Mali today.

Assyrians 8
Babylonians 26
Byzantines 17

Iroquois 15
Khmer 22
Koreans 20
Malians 21
Mayans 21
Mongols 26

Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 13
Ethiopians 20
Hittites 16
Incas 28
Indonesians 14
Iroquois 15
Khmer 22
Koreans 17 (20 - 3) Certainly an interesting civ, but it seems a bit odd for it to return every time when the whole of southeast Asia is lucky to get one rotating slot.
Malians 21
Mayans 21
Mongols 26
Moroccans 4
Ottoman Turks 22
Portuguese 11 (10 +1) I'm generally opposed to adding more European civs, but Portugal does have an obvious mechanical niche as an exploration focused civ.
Songhai 8

Assyrians 8
Babylonians 26
Byzantines 17
Carthaginians 15
Dutch 13
Ethiopians 20
Hittites 16
Incas 28+1= 29 (one more vote for the great Inca)
Indonesians 14
Iroquois 15
Khmer 22
Koreans 17
Malians 21
Mayans 21
Mongols 26
Moroccans 4
Ottoman Turks 22-3=19 (not as exciting as all the rest on the list, although they must be in the game at some point)
Portuguese 11
Songhai 8
