Fear not people, the update is approximately 65% complete. In addition to having to work out the bugs of a new combat system and set up, the weather has been lousy, knocking out power several times since I started, and very fortunately, I have been saving like crazy to prevent loss. It will be done tonight, the big wars are over, just one small war left to update for.
 
News from the Americas

SCANDAL IN GEORGIA. Augusta, Georgia, United States of America. Governor George Mathews has been indicted this year among numerous other crises in the American state of Georgia. The governor was accused of distributing government slated land to various cronies in the western counties of the state rather than being involved with due process. An investigation has been launched by local authorities to determine the extent of the matter and though George Mathews retains nominal possession of his position, elections are slated to replace him next year. Needless to say, this has stirred up great resentment among the local population not currently being slaughtered by natives. (-1 Loyalty for all Georgian Factions)

MUSCOGEE REVOLT PLAGUES UNITED STATES. Standing Peachtree, Muscogee. Taxes passed this year by the state government of Georgia have resulted in a massive revolt by the Muscogee people, who had not been previously subject to Anglo taxes. A new Georgian infantry regiment known as "The Iron" was recruited to oppress and destroy the villages which resisted the new taxes. After several brutal massacres by the Georgian troops, the Muscogee people rallied around an assimilated white man from Maryland, William Augustus Bowles. A well connected man within the tribes, he has garnered allegiance from the people for the war, calling together a large army of soldiers to combat the Georgians. During a dark night in late July of this year, the Muscogees attacked and slaughtered the Georgian regiment, leaving only three men alive as punishment for their destruction of peaceful villages. Under Bowles' leadership the Muscogee nation has been proclaimed, separating their territory from Georgian control. Needless to say, the ramifications in Georgian politics have been dire, as leaders begin to fear a sympathetic slave uprising to join the natives. (-1 Infantry Regiment for Georgia)

GEORGIAN CAPITAL RELOCATED. Savannah, Georgia, United States of America. After numerous debates by the state's legislature, the Congress of Georgia has determined to move the capital from Augusta, exposed to Indian attacks, to the coastal city of Savannah. The new capital is hopefully far enough away from the recent Muscogee uprising to avoid attack before relief arrives.

QUEBEC LEGISLATION PASSES FOR NATIVES. Quebec City, Quebec, United States of America. Even as other Americans wage war on natives in the southern part of the United States, the Quebecois have passed new legislation allowing eventual citizenship for natives. Entire tribes are allowed to gain citizenship under the new laws, sometimes even collectively. The new laws further recognize native settlement and hunting rights throughout Quebecois territory. Needless to say, some people have grown a bit concerned at this course of action, limiting white settlement and exploitation of western territories. NEW AMERICAN STATE DECLARED. Pittsfield, Berkshire. Following the signing of the Treaty of Cheshire between the state governments of Massachusetts and Connecticut, the counties of Berkshire and Hampshire County have declared full independence from both states. The new Republic of Berkshire has denounced the abuse of the citizenry of Massachusetts and has refused to be led by a king after a war fought to remove the states from control of another one. They have refused to associate themselves with either Connecticut or Massachusetts after "the abominable treaty" and have followed the path of Kentucky and Tennessee in establishing a state of their own. They have asked the United States federal government to resolve the debate and to accept the republic of Berkshire as a new state.

AMERICAN NAVAL ACADEMY ESTABLISHED. Annapolis, Maryland, United States of America. As the various states establish naval presences upon the Atlantic Ocean, the government of Maryland has sponsored the establishment of the United States Naval Academy in Annapolis. Though the institution lacks official support or funding from the federal government, the Academy has already admitted several people from other states outside of Maryland. They have begun building support for an official United States Navy, though many states continue to resist such a proposition to date.

NEW ORDER IN HAITI. Port-au-Prince, Haiti. The Haitian government has begun work to rebuilding the shattered nation of Haiti after years of warfare to oust colonial rule. Local people have been assisted by militias in sowing new crops and rebuilding the land's infrastructure. In return they are expected to support their local militias, which have been growing as a considerable political force in Haiti. Many continue to fear that with the upswing in warfare in the Caribbean this year, that a colonial power may one day return to submit Haiti to imperialism once more.

CANADA DISPUTES DELAWARE'S CLAIMS. Toronto, Canada, United States of America. The government of Delaware has claimed the lands north of the Great Lakes this year, raising tension with the state government of Canada, which has long claimed the territory since days of colonial rule. The Canadians have stated that despite a lack of actual control over the region, they are the rightful owners and protectors of its inhabitants. They challenged Delaware to make good on their ridiculous claims and have appealed to the United States government for support in this matter.

News from Europe

MAJOR UPRISING IN UKRAINE. Kiev, Russia. Ukrainian separatists and dissatisfied Cossacks have led a major revolt in central Ukraine which lasted for most of the year. An army of nearly thirty thousand separatists was assembled and Kiev was taken before Russian reinforcements ultimately arrived from other locations. Vladimir Satin, leader of the uprising, won several battles against the Russian army sent against him, humiliating the government backers. Ultimately, by the end of the year, with resources running low, the Russian army managed to corner Satin's rebel army with their backs to the Dnieper River. Satin's forces were shattered after a decisive battle, leaving the leader to commit suicide rather than be captured alive by the Russian government. (-16 Infantry Regiments, -7 Cavalry Regiments, -3 Artillery Regiments)

WAR OF THE SECOND COALITION. Paris, France. The United Kingdom of Great Britain has renewed hostilities once more against the French Republic and their few allies. A new coalition has been assembled, and it has already suffered grave setbacks upon the battlefield. In both the New World and the Old one, the Coalition has seen defeat after defeat punctuated only by a few minor victories. The French have waged a successful war against the Austrians and the Holy Roman Empire, driving them out of the Netherlands with limited Dutch support. The French then marched across the continent, smashing the Austrians and occupying Vienna. Rumors of a separate Austrian peace already abound throughout the Second Coalition.

CORSICA RISES AFTER INVASION. Corte, Corsica. With the withdrawal of the French garrison as the war on the continent intensified, the Corsican people rose up under the leadership of Pasquoale Paoli. They successfully removed French authorities and declared the new republic of Corsica. Unfortunately, they were met with opposition for this from one unlikely source. A small Russian fleet turned up and their forces invaded the island destroying initial organized resistance with some considerable effort. After the withdrawal of the fleet and the Ottoman naval victory at the Battle of Avacik, the Russian supplies began drying up. Later in the year, a mutiny among the Russian troops led to infighting which the Corsicans exploited. Major attacks were launched in the midst of riots upon the Russian soldiers, who were ultimately overwhelmed or surrendered, asking for amnesty. Paoli was inaugurated as the first President of the Republic of Corsica as the nation forms.

REFORMATION OF THE NETHERLANDS. Amsterdam, Batavian Republic. As the repercussions of the French Revolution settle across Europe, the nation of the Netherlands is the next nation to establish a republican constitution. The Netherlands has been reformed into the Batavian Republic, a more democratic nation than the French Republic has turned out to be. With the limited involvement of the Dutch in the ongoing War of the Second Coalition, some fear that the republican revolution may not last long under the pressure of the crowns of Europe.

News from the Near East and Africa

OTTOMAN REFORMS SPARK REBELLION. Istanbul, Ottoman Empire. A new policy known as Ottomanism has been initiated by Sultan Selim III, attempting to reform the empire as a whole. While lacking in some specifics, the process is said to help eliminate religious and cultural division within the empire, and combining it into a cohesive whole. As a symbol of good faith, the imperial tax on non-Muslims has been reduced extensively, gaining some support among the lower classes. The successes to be had, however, were nearly thrown away when word leaked to the Janissaries that they were to be purged under the sultan. A revolt was initiated and a massive series of battles took place around the capital as both loyalists and Janissaries called for support from across the empire. Even as Russian and Persian troops entered the eastern part of the country, the Sultan's supporters crushed the last of the Janissaries and reorganized the Empire. WAR IN THE OTTOMAN EMPIRE. Trebizond, Ottoman Empire. A bloody new three sided conflict has erupted in the northern parts of the Ottoman Empire as two nations invade the Turkish nation. During the tail end of the Janissary uprising, Russian forces invaded the Ottoman Empire through the Balkans and the Caucuses in massive force. In the east, the Persian army also launched an invasion into the region known as Georgia. To the surprise of many, the Persians and Russians were not cooperating, but even wound up fighting each other in battle as well as the Ottomans. Using overwhelming numbers and force the Russians have pushed south along the Black Sea, though casualties have been fairly heavy. The Persians have rampaged through the eastern provinces of the empire fairly unchecked, brushing aside irregular resistance and Ottoman forces sent to contain them. Persia has also set up a puppet king in Georgia, supported by the local tribes which aided their invasion.

EUROPEAN ADVISORS ARRIVE IN THE NEAR EAST. Istanbul, Ottoman Empire. In order to help westernize Ottoman military tactics, several French advisors have been hired over the course of the year. They have started right away as the Ottoman military engages in battle, teaching new tactics and techniques, and even commanding some regiments in the course of the battles of the Triangle War. The British have similarly sent advisors to assist the Persians and back them in the war as well, as they fight the Ottomans. (+10 for Ottoman Army Research; +10 for Persian Army Research)

News from the Far East

HYDERABAD SUBMITS TO BRITAIN. Hyderabad, Hyderabad. The great Nizam Asaf Jah II has, in conference with the British East Indian Company, become a vassal of the mighty British Empire. Expressing concerns about recent aggression against the Maratha Confederacy and the growing influence of the Durrani Empire, Hyderabad has sought out and received the protection of Britain. Of course this move has raised resentment against the British throughout the region, as many former leaders see the loss of their power and influence over the government as the Company takes over. (Aristocracy loses 25% Influence to the British East India Trading Company)

REFORMS IN THE DURRANI EMPIRE. Kabul, Durrani Empire. The great Zaman Shah of the Durrani Empire has made attempts to consolidate and modernize the empire this year, by instituting a large number of reforms. First among these was the establishment of an organized legal system for both civil and criminal matters of the people of the empire. Attempts to establish a postal service have also begun, but massive illiteracy have left this mostly unoccupied, as few truly use the system except for government purposes. Official tax collection has begun as well, as the imperial forces begin working to increase revenue for the greater glory of the empire. This in turn has risen unrest among the various tribes of empire, as well as the lower classes. Fortunately for the empire, the tribes have been appeased by de facto recognition of their rule and decentralization around the bases of ethnicity. The local rulers have been given relative autonomy under the emperor and representation in government. (Other Aristocracy and Tribal States Loyalty rises by 1; Lower and Middle Class Loyalties decline by 1)

WAR AGAINST MARATHA. Raigad, Maratha Confederacy. With the threats of the Durrani apparent, and raids by tribal supporters of the Empire increasing, the government of Punjab reluctantly agreed to vassalage at the hands of the Maratha Confederacy. After the Sack of Gujranwala, the Marathan forces arrived, but too late to save many thousands of people slaughtered by the Durrani invasion. The fighting has devolved into stalemate along the Indus River, which neither side has successfully managed to cross after recent battles. The Kingdom of Mysore has invaded from the south as well, but the local Marathan army managed to hold back the enemy with success.

Military Campaigns of 1795

The Triangular War

Eastern Campaign: This campaign was the series of battles involving Russia, Persia, and the Ottoman Empire in Georgia and the northeastern part of the Ottoman Empire's holdings. The Russians managed to advance quickly into the area, and scouts ultimately came across Persian raiders near the community of Akhaltsikhe, where both sides called up reinforcements and a major battle was fought. The Persians were routed from the field, though they managed to inflict a heavy toll upon the Russian cavalry. The Russian army did not engage any significant Ottoman forces until they reached the fortified city of Hopa, which they were forced to besiege. After several months of siege, the Russians managed to break Ottoman defenses and push further west. At this time, the Ottomans deployed forces to halt Persian raiding in the east, and encountered the Persian and Georgian force at Kirkuk, and the Persian forces managed to inflict a humiliating defeat upon the Ottoman army.

Western Campaign: In the Balkans, the Russian army launched another major offensive, hoping to take Istanbul from the west. The Ottomans and their Balkan vassals were prepared for such a contingency and met the Russian army first at the battle of Chilia. Though the Russians were ultimately able to break through Ottoman lines, this victory came at a heavy cost. A similar battle was fought west of the town of Kustendje, where the Russian army once more overwhelmed the Ottomans with heavy casualties. The campaign ended there as both sides regrouped over the winter, but the fighting was not completely over. A major naval engagement was fought between the Ottoman Navy and a Russian taskforce at Avacik, and the Ottomans overpowered the better equipped Russian fleet.

The War of the Second Coalition

Netherlands Campaign: The first major battle of this campaign came between the French invading army as they struck to gain control over the Austrian Netherlands. At the city of Mons, the Austrians were badly mauled by the French forces but not put entirely out of commission. They were relieved to hear of the arrival of the Swedish army and navy, landing in Bruges. The Battle of Ghent was fought between the French as they attacked the Swedish army, hoping to destroy it before the arrival of the Austrian forces. Though they were unsuccessful in this objective, when the Austrians did arrive, the combined Allied army was defeated. The remnants of the Swedish army fled to Bruges where they managed to fight a delaying action until their fleet could arrive to evacuate them from the continent. The Austrians fled east, where they would fight a battle again the Dutch, who invaded the region from the north.

South German Campaign: The French military has poured east across the French border into the Holy Roman Empire. The first major battle was fought in Baden at the capital of Karlsruhe, where the Austrian and French armies, both reinforced with the remnants of the armies in the Netherlands, met in conflict. The French won an overwhelming victory enabling supplies to flow behind the army into the Holy Roman Empire. The French marched east towards Vienna, and they were met near Munich by the combined Bavarian and Austrian forces. After a tremendous victory at the Battle of Munich, the French marched on to Vienna where they shattered the remaining Austrian army, securing a major victory in the east over the Second Coalition.

Caribbean Campaign: Several small battles have taken place throughout the Caribbean region between the French and the Second Coalition. The first initial battles of this conflict took place when the Portuguese military attempted to seize control of the French colonies. The reinforced French fleet managed to inflict a defeat upon these forces at St. Martinique when they utterly destroyed one of the Portuguese task forces. In Guyana another Portuguese army came to grief from French fire as well as disease, and the few dozen who remained soon left those shores behind. The French then took the offensive after reinforcements broke through British patrol routes and arrived in the colonies. They engaged the British at Virgin Gorda, where the Royal Navy won a overwhelming victory, ending the French offensive campaigns in the region.

The Great Maratha war

Punjab Campaign: The first battle of the war came with the invasion of Punjab by the Durrani, before the Maratha army could be assembled. The Punjabi forces, fighting a delaying action, left the city of Gujranwala open while the government fled, along with part of the populace. When the Durrani took the city, it was viciously sacked, as many were sold into slavery or simply butchered in the streets. The Durrani then turned towards Lahore, where the forces of the Maratha Confederacy met against the Durrani in battle. Durrani ships were turned away from the river thanks to Maratha artillery, and the battle commenced as the Durrani fought with a river at their backs. The Marathan victory at the Battle of Lahore soon resulted in a counter attack towards liberating Gujranwala from Durrani occupation. Furthermore, the victory at Lahore killed the notion of joining the war in the nation of Sindh. Unfortunately for the Martha cause, the Durrani halted the advance bloodily, inflicting heavy casualties from prepared positions. After this the northern part of the war devolved to stalemate as both sides paused to lick their wounds.

Southern Maratha Campaign: The Kingdom of Mysore, an ambitious power in southern India, determined to exploit the Marathan situation and invade. The Battle of Dharwa was fought as they attempted to cross into the Maratha Confederacy, and they lost the fight, though they inflicted some losses upon the enemy. The Mysorean army fled south and spent the rest of the year preparing for another round of conflict in the next campaign season.

Summary: The French army, realizing Sweden's army's arrival could renew the strength of the Coalition, previously shattered at Mons, engaged the Swedish forces before the full strength of the Austrian army could be brought to bear. A hasty cavalry charge left France's mobile forces routed or destroyed early in the battle. At first it seemed as though this was a temporary setback, as Infantry engagements led to the Austrian and Swedish forces in the center and left nearly breaking under fire. An Austrian cavalry charge on the left soon led to the rout of the French regulars there and quickly the French commander moved up reserve militias to defend the possible breach in his flank successfully. In the center, as the protecting infantry forces broke under fire, French forces charged forward, capturing the Austrian batteries there and breaking the Coalition army into two. The Austrians and Swedes were divided, fleeing to the east and north, respectively.

Summary: The battle began with an artillery exchange which saw the Maratha gain an advantage in firepower. An initial cavalry attack on the forces of Punjab, positioned on the Marathan left flank, was very successful, routing Punjab's army. Only a timely use of cavalry reserves by the forces of the Confederacy managed to hold back total disaster on the flank. After this, the Marathan forces managed a successful assault upon the Durrani center, smashing their lines and routing the army. Fortunately under the cover of naval guns, the Durrani pulled back across the Indus River away from the enemy army.

Summary: After victory at the Battle of Karlsruhe, the French army continued its march east towards Vienna. Standing in their way was the second largest army the southern Holy Roman Empire, that of Bavaria. The Austrians and Bavarians met together in one of the best chances for the Second Coalition to halt the French campaign against Austria. The battle began with a massive French strike against the Allied left flank and it was barely held back by the Austrian army, which unleashed its cavalry against it. The French countered by raising pressure upon the Bavarian army in the center and more Austrian troops on the right. The Austrian line broke first after a vicious cavalry charge and they soon went running towards the hills. The Bavarians held out a little while longer, but ultimately broke as well, leaving the largest Allied army shattered beyond repair and forced many of Austria's professional soldiers into hiding or surrender.

Constitution of the Batavian Republic

1. The Republic of the Seven United Provinces (the Netherlands) will be reorganized into the Unitary State of the Batavian Republic.
2. All of the component duchies, counties, bishoprics, and provinces of the Netherlands will be organized into Provinces with the exception of Amsterdam which will be a Free Capital City of the Batavian Republic.
3. The office of Stadtholder will be dissolved as the Head of State and Government and is to be replaced with the office of President. The President is elected by all males over the age of 21 but the President must be elected from the Upper House of the States General. Elections for the President will take place every 4 years starting in 1796.
5. The President is commander of the armed forces, responsible for negotiating foreign policy, treaties and trade, resolving national crises and managing public affairs and projects. He may appoint up to 10 government ministers to assist with these tasks.
6. A bicameral legislature called the States-General will be created. It is to have a lower house, which is elected by all males over the age of 18, and an upper house, which is elected by all land owning males. Elections will take place every 6 years starting in 1798.
7. The Lower House of the States-General is tasked with appointing state judges, deciding tax policy, monitoring domestic commerce, and monitoring government accountability.
8. The Upper House of the States-General is tasked with monitoring colonial policy, foreign trade and treaties, and approving the budget and approving government ministers.
9. There is to be a separation between Church and State.
10. All state sanctioned heredity titles will be dissolved.
11. Dutch is the official language of the Dutch Republic.
12. Education is mandatory to 12 years of age for all citizens.

I apologize for the amount of time it took to get this update up, not only am I trying out a new combat system, but the electricity here kept cutting out on me over the past 48 hours thanks to the lousy weather. The extensive amount of warfare didn't really help either. Other updates should be a bit more speedy.

@Milarqui: I would prefer if Louisiana and Florida were kept separate. Technically Spain is really only holding onto Louisiana until the proper French government is restored.

@Behind the Mask: I'm assuming that some of the orders you sent are for what you're going to do over the next few turns instead of all happening this turn.

Just reminding all players that there is no banking of EP allowed. If it's not spent, it's lost forever.

Those Americans who may notice something missing from the update, I'm pretending that the whole Kentucky thing never happened, and I recommend ya'll do likewise. It was an incredibly stupid move, and I believe highly unrealistic. Therefore, as moderator I'm ignoring the embargo and the counter-embargoes.

@Abaddon: The contribution to the particular NPC state was actually Khiva, not the other. This has been corrected. Also I really don't know how you expected to get those troops to the Maratha Confederacy or to Alaska. With one free transport, that's pretty much a no-go. One was sent to Alaska, and one to the territory taken in India, but that was it. The rest are scattered around or dead from the recent uprising in Ukraine. In order to crush the uprising, numerous troops had to be taken from elsewhere, leading to problems in other offensives. As for the project, it's not a particularly high cost thing, and it'll be a while before such a thing has an effect on its own. Now it's just time to wait.
