An excerpt of from a speech by the Emperor:

The military events which have happened during the War have not come to me with any sense of surprise. Indeed, I indicated as clearly as I could to my advisers and generals that the worst possibilities were open; and I made it perfectly clear then that whatever happened during the invasion would make no difference to the resolve of Rome and the Roman Empire to fight on, if necessary for years, if necessary alone.

The Roman Empire sends a general request to the neutral nations of the world to enter the war on its side. We cannot allow the aggressors to take apart the Empire, for who knows what they will do next? The will plunge the world in eternal warfare with their greed and impunity, destroying the remaining neutral nations - And destroying the freedom and liberty of our peoples. Attempting to take apart a nation for no reason is greedy, aggressive, and endangers everyone involved.

On another note, here is a series of messages between the Roman and Rio Grande governments before the Rio Grande government invaded the Roman Empire: this shows how treacherous the aggressors are, and how their governments have not got the slightest sense of decency:

Meanwhile, Riccio announces that it is overseeing a securing of land by itself and its closest allies:

Riccio will be making an exception to its formal end to expansion policy by claiming central Japan; the Japanese people need shelter from the chaos of war in these dire times.

To clarify, last turn's discounts for units no longer exist if you're currently part of the war. Those who are on the fence, if they publicly declare war, can receive the discounts without RR penalty. For everyone else, the RR penalty is back in play.
 
The Republic of the Rio Grande has been part of the ART Alliance since the War of 1823. It's your fault for not noticing.

That does not discount the fact that Rio Grande apparently planned to attack the British Empire, regardless of any alliances they have.
 
Riccio, as a neutral party, can see that even though one side has an advantage over the other, it is not enough to be decisive. Rome's forces may be outnumbered, but they still have great finesse and ample resources to keep them fighting for years to come. Even with victory, the Allies will face enormous cost in this war; Riccio implores the belligerents to seek some sort of peaceful accord before what is a river of blood becomes an ocean.

In the meantime, Riccese refugee camps, while originally built with Romans and Egyptians in mind, have been declared open to all belligerents' citizens. Winner or loser, being on the frontlines is a perilous existence, and while we cannot guarantee the most life has to offer in our refugee centers, they are if nothing else free from the constant threat of combat and occupation.

Camps are colored according to nationality. Not pictured are the Ethiopian camps in the Riccese Congo; yes, even the Ethiopians, despite being foes with the Glories, have camps in both Riccese and Glory territory. All camps are overseen by the Refugee Care and Oversight Agency, which is jointly administered by the Defense, Justice, and Economic Ministries.
 
China encourages the neutral powers not to heed the will of Rome but rather adopt the flow, heeding that Rome's claimants in Asia are not in Chinese interests and it is the interests of the world to support China in making the fall of Rome as painless and quick as possible.

China will promise to rebuild any damages we conduct; barring the Roman governors villas we will order our forces to not harm private property, we will not harm farmland, we will help reconstruct any structure that has fallen, we will grand protection to civilians and to grand asylum to refugees, especially political ones freeing from oppressive terrors.

It is interesting that the Chinese claim that the Roman Empire is oppressing its peoples, when it is a Taoist, Han-dominated theocracy which violently destroys the peoples of China and South-Eastern Asia who are not Han or Taoist. It is certainly not in the interest of the world to support Chinese interests, for if they cannot even take care of their own minorities, they cannot be allowed to decide anything outside of their realm. Just because they have issued recommendations of your soldiers to not steal or harm the citizens of Rome, it doesn't mean that they will actually carry out these orders -The real way to make sure Roman citizens are not harmed is by not invading the Empire in the first place - And, as mentioned before, the Chinese cannot be trusted with the citizens of other nations if they quite clearly kill and destroy their own minority populations.

What greave ignorance; the Inner Dominion does not take a tyrannical stance but a moral, flowing one which heeds to the harmonic teachings of the Inner Chapters. We respect our Buddhist and Confucius citizens, while our Outer Speeches have been tied not simply to our spiritual interests but the global economic interests. We have indeed only till now turned the Inner Dominion to war, a war which we hope to save as much of Roman controlled Asia as possible from harms way.

If our troops will heed the laws at their own peril and your lies will be shown for what they are really are: lies! The Rio Grande Invasion of the USA was met with mixed success. In the West, fighting stalemated severely with neither side able to gain the advantage. A Rio Grande task force moving up the American coast was, too, repulsed by Americans. The only area of success for Rio Grande came in the Coastal Campaign.

Wait... Greece and Turkey have not been assaulted? :(

We meant to work together, stronger! We are meant to outnumber Rome by our alliance! Now Rome enters China?! Russia lost its claimed territory?

We need to forge a social group to allocate military strategy against the Roman Empire, no less we have the headlines "Single Player Beats All (save those wiser enough to stay out of the war... I regret on being among them now) in Massive War in RIOT!"

Greece and Turkey look like they were assaulted, but I partially repealed the enemies in Greece and fully repealed them in Turkey.

Greece wasn't assaulted since the Mexicans were too busy failing in their North American campaign, but you lost completely on the western front and the only saving grace was that Wallachia explicitly said only take border provinces. Otherwise the one slither of a province that borders Istanbul would be occupied and you would need fleets to try to retake your own capital.
 
As I said, Romans: spare your Legions, by getting them out of my way.
