Riccio announces that once the War between Egypt and Kuwait ceases, it will be willing to help the two rebuild. In the meantime the Riccese policy of neutrality must continue.

Riccio thus requests that it be allowed to designate ferry locations in Egyptian and Kuwaiti territory where neutral ships may take civilians to Crete. Because it is by no means safe in the areas involved still, most still have yet to return and probably won't until the first years following the conclusion of the war, and that really depends on the peace settlement.
