Oh, well you could certainly write some sort of Python script that creates a colored map as an output. The easier method (which I prefer) would be to copy the settler maps into OpenOffice and use conditional formatting to get the colors.
I don't think I will do that as long as there is a chance of having another civ (well, technically another civ, they will obviously still be Persians) spawn there in the later scenario.

they were very strong in eastern europe during the middle ages before the turkish conquest of the balkans
i think you have got about as many civs into Europe as you might hope to get. if you want a more detailed Europe try rfc Europe (although they are the wrong time period for the Serbs).
the Balkans in specific I think it would be best to use a respawned Greece (albeit with a different name) respawning in either the 13th centenary if the Byzantium are collapsed or don't control the area and again in the 20th centenary to stop the Turks having an ahistorical control over the area.
