Apparently, a "good economy" means getting many incoming Gold per Turn values from trades (generally from Resource trades). So, be sure to talk to multiple AIs and see if they are willing to give you some quantity of Gold per Turn for some of your Resources.

Another congress! I have no idea why they are active in a world war, but OK.
