I think having the early gov't I suggested could go a long way in powering up religious civs. Add on to that the special specialist and some special improvement and that's enough.

No, the special religious-only gov't would require a bonustech that requires Monarchy plus teh ERA_NONE tech given to religious civs. Monarchy would allow the regular gov't, the bonustech would allow the special one. For this reason I'm not willing to add a new government. Instead an improvement, even if it requires that government, would be better.
