Yes, it is the Berlin Airlift. Quite an impressive effort the Allies did to keep a whole city fed and with energy.
The explanation of the verses:
While something frugal happened in the City
The 1948 Olympic Games were held in London (the City) and called the Austerity Games because the UK was still under rationing.
Four years too late
London was supposed to hold the Games on 1944, but WWII nixed those plans.
In the enemy's capital
Berlin was the capital of the Third Reich, the enemy of the United Kingdom.
When four years ago

Metal birds rained death
The Allies were bombarding Berlin quite a lot in that year.
Now they rain sweets and bring life
The planes were bringing foodstuffs and coal, which was very important to make sure that the coal power stations worked and buildings were heated. There is also the famous Operation Little Vittles, which consisted of dropping raisins and other sweets from the planes for the kids that lived in Berlin.

Franz II & I (Holy Rome and Austria) controlled two nations. He was the only double emperor in the world.
Twice dead deceives the living
Austria had existed, but had also been crushed several times. After Holy Rome fell, Austria moved into several provinces the HRE held as well as other countries lands. Nobody would have expected Austria to gain enough power to defend against France.

To crush the French. Napoleon insulted the Papacy by taking the crown, and he was considered rotten. As Franz had been connected to the Pope through the HRE, he took charge.

Well the Sicani (Sicilians) migrated from Iberia to Sicily, "exiled" by the Ligurians (there is a theory that Ligurians are from Catalonia, so its linked to acient history.

The man with two faces would be "William Martin": his two "faces" would be the man's real life (Glyndwr Michael) and the one that was fabricated (Major William Martin)

Glyndwr Michael could have been said to have died twice, once as GM and the second time as William Martin. This was used to deceive the Axis into believing William Martin had been a real person.
