Does the aquatics center have a resort hotel in it or something? It seems sort of random for it to be boosting the wonder output of the city.
It seems that, Urr...none of them... are interesting... All of them cost too high while yield too little...
The Polar Station in particular seems like a huge amount of production, especially since the city you’re going to build it in is not exactly likely to be a production powerhouse.
Reading the tool-tips I see a possible distinction between what is allowed with regard to food markets and shopping malls. It says one fm per city, one sm per city, and one fm or sm per district. That in mind, it might be possible to get both if you have two neighborhoods.
Maybe not, English is weird after all, but that seems a more literal interpretation of the tool-tips. I wouldn't be surprised if it isn't what Firaxis meant, though.

Meh, you surely have to be really far ahead to have a chance to trigger this. Ages and emergencies just seem like ways to make things user-friendly with concrete goals.The bonuses to movement and combat strength for the Members of an Emergency seem like gamey nonsense to me. The "Military Emergency" is a rubber-band mechanic, pure and simple.

They also say that you can't have both a Food Market and a Shopping Mall in the same Neighborhood.
