So it seems that Sumeria still has that "Pay half the usual cost to levy city state units."
At the same time Foreign Ministry (Tier 2 Government Building): "Leveraging City States costs half Gold. Leveraged Units gain +4 Combat Strength."

So what happens if Sumeria builds Foreign ministry? Free levy?
1/4 would be my guess.
 
Anyone have a good explanation of how the new bonus relates to the “Founding Fathers” flavorwise? It’s a nice buff, but I don’t really see the connection.
 
Teddy is no longer Tier 3 or Tier 4, if these changes hold. I need to think about it more, but this is a flexibility that gets stronger as the government changes.

Same goes for Spain, that loyalty bonus for a mission might make him pretty darn good on domination gameplay.

I think it's just that the old bonus no longer made sense. However, I can try. Democracy gives you 2 Diplomacy slots. That means you get four Wild Card slots. So you can use all three legacy bonuses for the previous governments.

So Teddy's democracy with Potala Palace and Forbidden City would now be 6 wildcard slots.

Given that Government Plaza Buildings provide unique Policy Cards, this allows America to basically slot them in without having to sacrifice other slots except Diplomatic (and truthfully, there's usually only one or two I actually actively use all the time in those anyway).

AI Civs conquering City-States as usual.....:rolleyes:

Two new Spy Missions: Foment Unrest (which affects the loyalty of the city) and Neutralize Governor.

He seems to be razing the Dutch cities instead of keeping them. I'm not a big fan of razing conquered cities. :p
 
Statue of Liberty: Gain 2 settlers, all your cities within 6 tiles are always at 100 loyalty.

So if one of those cities happens to belong to another civ, does it rapidly flip?
