To your first two points, I can concede, but there is no reason why I cannot send help to fight the muslims from my ancestral court in Byzantium. There is simply no reason to your third point, and I have been councilled that even condeding the first 2 points of your treaty is being too generous by far. I understand what you're saying. The problem is, other than maybe Northern Italy and the Switzerland-Burgundy-Lorraine area, I really have nowhere to place Catholic NPCs. (Mosher hasn't shown up in a while however, so his nation might get the NPC treatment soon)

You have asked for tithes, and for each and every year, the Frankish Empire together has ponied up funds, taking it from the arms of Parents and the bowls of children, and sent it to Rome.
It therefore, seems easy to criticize how much we sent. Oh, we should have sent 80, not 75 wagons of grain! We should have sent fivethousand veteran swordsmen, and several dozen boats as well! We should have converted 10% more heathens, and fight eight more battles, and do eighty seven hail marys a day.

All but the the flag of a crusade are your choices. Peace? Reconquista? Those are your choices. God have demanded only that Byzantium will become a friendly city by force and that the Pagans will pay a price.
Other than that the Pope was pleased with you, what he was, is very angry at your King for a complete and total lack of respect to the holy see and to the commands of god.

The history books-
779 AD- On his deathbed, Marcus Aurelius Cassius asked for the new Republic to be put into full effect, and that the plans for it were in his home. The people with him oblige, and grant him the title of First Doge before he passed away.
780 AD to 800AD- First elections occur. At first, the aristocrats were the sole electors for the positions, but as time went on - as planned out - the people got a better say in what happened in the government.
Doge Gian Galeazetto I was elected in 796 AD, and is currently in his second term.

Information about the Republic-

The government is self-styled, with slight influence from that of the early Roman republic era. New leaders, or Doges, are elected every 4 years.
The Doge-
Elected every 4 years (or re-elected for a maximum term of 8 years), the job of the Doge is to make sure laws are carried out efficiently & people are represented fairly, and to act as the leading general in the army. Although candidates are chosen for this position-like most of the positions currently-by the aristocrats, the people get to decide who they want to rule their country, which is a freedom almost unheard of for at least 700 years. In addition, he can veto a law passed by the Senate or declared constitutional by the praetors.
The Senators-
The Senate is completely chosen by the people, and so are all of its candidates. 2 senators are elected in each province to represent that province in the Senate. The Senate advises the Doge on what the people want once every week, and also are in charge of making and passing laws. In addition, they can try to amend a vetoed/declared law and repass it.
The Praetors-
The praetors are the judges who decide all court hearings, from a report of theft to murder in the first degree. They are chosen by the aristocrats, and this is the only remaining category where the aristocrats still make the decision. However, one Praetor Superbus is chosen by the Doge upon entering his term, and this praetor can overrule a decision of any of the others. In addition, praetors can overrule a passed law or veto by proclaiming the law either constitutional or unconstitutional.
The Constitution-
The Constitution states the basic rights of every individual. Most important are the rights to free speech, freedom of the press, and other personal freedoms, which are heavily emphasized on what is and is NOT allowed.

The articles of structure state all that is above this, and if the government ever gets messed up, this is where they look to fix it.

Doge Galeazetto, raiding axe in hand, jumped over the foot long gap between the sides of the two now intertwined dromons. "See, men, it's easy!" he shouted to the fresh recruits for his Marina regiments. These specially trained Marinas, or Marines, were trained for inter-ship warfare and amphibious assault. Galeazetto, a former sailor and war hero on a Venetian dromon, practically invented the fighting style himself when he led his ragtag crew over the prow of the Byzantine dromon that rammed his boat, overtook it, dislodged it, and kept fighting.
He walked across the two boats back to the first one, and told the men, "In these battles, fighting gets out of control fast. You need to work as a team, create a wall of men behind your axes and shields, and push the enemy back. Admiral Vincenzo, make sure these guys succeed. I can see five now who want there hands on some of that Byzantine fire or whatever in their ungodless world they cll it," Doge Galeazetto jokedto the Admiral, who was standing by. The Doge walked over to Vincenzo and asked, "So, my frind, how does the new plating go?"
"The Cypri-dromons are sucessful. They may take longer to create, but they can withstand a range of weapons. Also, we found something else." Vincenzo whispered something in Galeazetto's ear.
"Ha! The stupid heretics will not know what hit them. Good work, Vincenzo, and know that if there was a higher rank I would promote you," the Doge stated as he walked off to the Senate for the council.

In the Senate hall of the Forum Venetiis (Forum of Venice), Galeazetto looked over his map of the Byzantines and the Mediterranean with the representatives of the Papal Sates, Aquitaine, Sicily, and the Vandals. Galeazetto didn't mind the Vandalic representative, but the representative of the Papal States had almost created a war over a certain decision before the council, but Galeazetto prevented it. The First War Council has commenced.
