That may be a feature for Exploration age only.I have noticed that Galleys don't heal outside territory, despite the devs saying that they would and them having the Heal command. If you put a Galley on Heal out in neutral territory it will just stay there forever until some barbarians come along and kill it... and you won't get any kind of notification until it's already dead. I don't know whether this is just Galleys or all naval units.
If there is something that delays work on a project, the correct response is to delay the release, not to release an unfinished product.Gonna add that there is the possibility that they wanted to do more, but could not cause of the ongoing video game strike that SAG-AFTRA has going.

I had a game where I was able to pick Siam. I ended up not choosing them, but they were available.Also, anyone has problems with unlocking Siam? I have had this happening to 3 times already. If you don't play leaders or civs which unlock Siam, building 4 Temples or have 3 Ivory temporarily shows Siam unlocked, but during the Age transition, it still is locked. Does this happen to anyone else?

I can getmthe balance reason. But it is still lame for bunch of units just go poof from map in one turn. My solution would be let playeer keep some units. An update on this: naval units can only heal on Coast tiles outside friendly territory. Not Navigable Rivers.
