It's ok--the end of the game in VI was super anticlimactic as well, so it's at least not a downgrade.

The cost varies a lot, it was ~100 gold and 6 influence on one occasion. In other case, it was ~3000 gold and 240 influence.

It grants Gold and works with City States because it's Econimic City-State Bonus. The name is really just flavour. But yes it would probably be better as Policy. Maybe they were going for general idea of economy (gold) run by resources shared among more independent members of union (city-states), though then collectivism would probably be better.
