Depending on what kind of enemy horse archer (regular Scythian type or more of a cataphract kind, with both bow and sword), you could conceivably train heavy infantry, and have regular archers supporting them to keep the enemy arrows from being too effective. You could also invent a similar tactic to that of the Romans, where they used their shields and formed something of a tortoise.
