I think it should be even less than that, maybe something like:
3000 infantry/ eco. point
2000 archers/ eco. point
1000 horsemen/ eco. point

Although this should wary between the nations, ones with larger population should get more and ones with smaller less...

I think that's way too little, since there's such a large discrepancy right now between nations. With numbers that small those with small armies will never catch up. 5000-10000 sounds about right.
