Emperor Shi Khaw had died at a ripe age of 105, or so the legends said and his young son, Crown Prince Thai Nang now Emperor was a weak ruler. He decided against the Economic Policies of his ancestors and weakening the control of the state on the economy, and allowing the merchants, and everyone else below the government to have a say in the economy. In other hands, make the economy no longer in the control of the government.
But the vocal supporters against him were quickly eliminated by the weak Emperor and he initiated a series of reforms in the army and economy. He had decided that all the troops in the army should be equipped with the same weapons of their class. He allowed the noble land owning populace to join the military under the status Imperial Guard.
The Imperial Guard is a unit of military soldiers formed by the landowning Nobles and are the finest troops in Qin, their equipment comes with a bow, a short spear about 6 meters long, and a short sword, the Qietian used for stabbing. Their armor is of the finest bronze quality, but one of the effects of all these equipment is that they are VERY slow.
As one of his reforms, the Emperor encouraged towns and villages to be built along the Huang He and Trade routes so that people would find traveling more convenient. One of his weirdest theory was that smart people is more productive people reasoning that smarter people would invent more useful tools in both war and economy.
Qin Orders
Spend my 1 tax money on increasing the education of my people by building more schools in the countryside.
Order 500 Bowmen and 500 Warriors to march along the Huang He east and bring all of those lands under the Qin Banner.
Have 500 Bowmen and 500 Warriors to go west from the Qin Capitol and try to reach that branch of the Huang He.
Order all available water to be divided among the farmers and are to be insured equality by the Imperial Inspectors sent.
