Well, looking over the map once more, it seems the EU should have two more credits, as I completely skipped over French Guiana and the Falkland Islands.

In my opinion it seems a little much, giving me an initial 4C lead over the next greatest power. Perhaps it would be better just to change the map and say they split off during the depression?

Anyways, if you keep them as part of the EU, just put the extra 2C into more research towards satellite weaponry.

The red upkeep indicates the army is out of friendly territory, thus accruing the upkeep for that.

if you are referring to the upkeep being higher for some then what you think they should be, just wait until the update. Lots of people are invading, thus their upkeep is higher.

Other then that, what else are you referring to?
