What order do we want to research the spaceship technologies? Here's what I was thinking:

1. Space Flight - Apollo Program, SS Cockpit, SS Engine, SS Docking Bay
2. Fission
3. Nuclear Power - Nuclear Power Plant
4. Ecology
5. Superconductor - SS Fuel Cells, SS Life Support
6. Satellites - SS Thrusters, ICBM
7. Synthetic Fibers - SS Exterior Casing, SS Storage/Supply, Modern Armor
8. The Laser - SS Planetary Party Lounge
9. Miniaturization
10. Robotics - SS Stasis Chamber

Hear me out for nuclear power: some of our cities would be able to construct nuclear power plants to replace their hydro plants. This increases the shield bonus from 50% to 100%.

Alternatively we could go for Robotics to get the same shield boost from the manufacturing plant. It would not come so early, but it would be at lower risk.

I like the impact of nuclear plants. It would push Olympus, Augean Stables, Istakhr, and Berlin to 100spt and push Civantonia and Rome over 120spt.
