Government:
The Four Branches of Government of the Columbian Union:

  • The Judiciary
  • The Industry
  • The Military
  • The Executive

    The Judiciary interprets the Constitution and the laws of the land, and passes rulings based in on the legislation passed by the Triumvirate. Every parish has a judge, who is appointed by the local Under-Secretary, and every judge also oversees the parish's law enforcement system – the judge has the right to deputize, imprison, and force law breakers into labor, and request an order of execution from the Judge on the Triumvirate.


    Generally, criminals are not imprisoned in the Union – it is a waste of resources. Instead, criminals are forced into labor to pay their debt back to society. A person who breaks another person's fence would have to, for instance, mend the fence for that person. More serious punishments for serious crimes may include hard labor in mines and in the fields, helping to produce for society.

    The Industry is the branch concerning the economy and the well-being of the citizens of the Union, and is also the only portion of the Union open to democratic rule. Every factory, farm, or other place of work in the Union must put forth a representative from their industry and meet with the Triumvirate four times a year, to discuss issues, ideas, and how the industry must assist in moving the nation forward. The Worker, the representative of the Industry in the Triumvirate, is elected by these representatives, and he manages industrial and agricultural quotas.

    The Military is the armed forces of the Columbian Union, and the Soldier (the representative of the military in the Triumvirate) puts forth the issues and challenges facing the armed forces, and informs the rest of the Triumvirate in how they can assist the military. The Soldier is selected by the Secretary of State.


    The Executive is the Secretary of State, representing the figurehead of the Union, and the person that handles all foreign policy decisions. The Secretary of State has the power to establish government agencies, sign treaties, appoint the Judge and the Soldier to the T riumvirate, and may appoint Under-Secretaries to oversee local government.

    An excerpt from a textbook at a state run school in Baton Rouge: At the end of the Great War, and at the beginning of the Troubles, New Orleans stood - as a shining beacon, a breaker against the waves, a citadel of civilization untouched by the flames of war. The governor declared martial law, and the Louisiana Guard was mobilized - and pulled back to New Orleans, to establish order. The population of the city, and the surrounding parishes, lived and died by the ability of the Louisiana National Guard to maintain order. When word spread of the comparatively good shape of New Orleans (along with the rumors, magnifying already bloated tales), large bandit groups, self-styled warlords, and desperate refugees alike tried to force back the brave 15,000 men of the Guard, and every time they were beaten back, the guard bloodied, but unbroken.

    After five long years of scrabbling together resources, converting old world luxuries into new world necessities, a meeting was called at the New Orleans city hall, by the acting governor, to establish a new government - one that remembered the America of old, of what she stood for - of equality, liberty, and the working man, and endeavored to create a government strong enough to reclaim her glory. And thus, Columbia was born.

    The new government recognized the weakness of the old - the political parties, the divisions, the lack of accountability of politicians.Indecisiveness, political divisions, corruption, foreign influence - those were what tore down the United States of America. No more would the working man bow to the billionaire corporate CEO; no more would the working man bow to foreign influence. The governor dissolved the preexisting state government, and the new Constitution that was drawn up established a few key tenants of the new government.
    • A large legislative body is an inherently weak way to rule, and makes the populace they are supposed to protect vulnerable. Instead, there will be three leaders of the nation - the Judge, the Worker, and the Soldier, all three of whom are appointed by the Secretary of State.
    • The Judge represents the most experienced and competent judge or lawyer in the system; he contributes to the triumvirate the legal viewpoint on potential actions and legislation.
    • The Worker, the only elected representative on the triumvirate, who is selected out of a pool of representatives from industries across the Union, represents the interests of the workers, their needs, and the impacts of national decisions on them.
    • The Soldier, the head of the Union's military, contributes his military expertise on matters of national security, preparedness, and how international challenges should be met.
    • The Secretary of State has the ability to appoint all government positions, and may delegate the task of appointing positions to undersecretaries below him. The Secretary of State is appointed by the triumvirate every 10 years.
    • Every man, woman, and child is viewed equally by the State, as long as they contribute to the national cause, love thy neighbor, and love their country and countrymen.
    • Every factory, farm, or other place of work must select one representative to meet with the Triumvirate and Secretary of State four times a year, to discuss and address issues.
    • Every able bodied male must serve a mandatory 3 years in the Guard to acquire citizenship. Able bodied women are expected to attend monthly paramilitary trainings, and children are mandated to attend public school from the ages of 4 to 16, where they learn the basics of farming, weapons handling, math, the sciences, etc.
    • The Secretary of the State has the ability to set up government agencies independent of the triumvirates input.
    • Citizenship is not guaranteed, but earned, through work and service to the country and your countrymen.
    Though there is much more to our Constitution, those were some of the key points that the Forefathers wanted to establish. The new Constitution was sent to all the parishes still under control of New Orleans, and was unanimously ratified.

    One of the first actions of the First Triumvirate, approved by Secretary of State LePage, was the expansion of the newly minted Columbian Union. Envoys, each escorted by a company of Guards, were sent to settlements across Louisiana, as far north as Baton Rouge, with promises of fraternity, prosperity, and the freedom from fear - and, by and large, these communities joined, strengthening the Union week by week, month by month. By the early 2040s, all of Louisiana was firmly under the control of the Columbian Union, and the Guard had swelled to nearly 50,000 men. The State of Louisiana, the first state of the Union, was declared complete.

    By now, communities and local polities were seeing the results of the Union - towns were being rebuilt, new things were being manufactured, and people were safe, for the first time in two decades. The handful of warlords on the edges of Union territory who attempted to strike back, in their ignorance and fear, were crushed thoroughly; pictures of Union GIs, standing valiantly against their foes to defend the innocents in the towns they protected, inspired many able bodied men to enlist, either in the military before their draft number was called, or serve in the Diplomatic Corps as an envoy to bring more towns into the fold.

    As the 2040s come to a close, and we open up to a new decade, the Columbian Union stands brightly - a beacon of equality, friendship, productivity, and patriotism, stretching from our frontier outposts in Texas, securing the oilfields for the Motorized Infantry, to the border communities in George and Alabama who recently joined the fold in the past year. There is hope for the future, after all; and it the secret of it lies in patriotism, blood, and iron.

    I'm probably gonna add more and flesh this out better, but I wrote this late and I have to get up for work in the morning, so it'll have to wait a bit.

The People's House

Government in general, within the domain of the IBS, is euphemistically referred to as The People's House, at every level. Because things are never as they are, though, not all the people get a say in it. Only citizens who have served in the army or passed the National Examinations can vote. Only people with experience in the Civil Service and commissioned officers can apply to run for local and regional office and, before the people gets their say, the Permanent Committee of Review vets and selects what candidates can actually run. These are the Promising Candidates. To access serve in the higher levels o government, it is necessary to have passed the Superior Examinations or to have become a general officer. Exceptionally, colonels who passed the National Examinations can also run. Again, before any candidate can actually be voted into the Directorate, the Permanent Committee vets and selects from the resulting pool of applicants. These are the Notable Candidates, from which the electors can choose who sits in the Executive. Finally, from among the electees, the Committee appoints one of them to be General-Director. They become head of state and commander-in-chief of the armies, and thus it is invariably a military man who is chosen.

What do these organs do? Quite simply, the Executive Directorate issues directives concerning the state of government, its future direction, and the desired changes. Sometimes they are specific and every government level below it is bound to it. Most often, however, the directive leaves implementation to the provincial and local administrations. An example would be the national budget. Typically, it specifies an objective amount and offers the ranges that each province is expected to fill. It is up to the provinces to collect that revenue. The successive layers of government are like the branches to the tree, whose leaves give life to the whole. As for the administration, the distinction is usually drawn between Central and Provincial. Central Administration is responsible for executing the directives at the highest level but, more prominently, it is in charge of investigating, crunching the numbers, and reporting to the Directorate to aid in and facilitate their decision-making. It is also the responsible for revising Directives rejected by the Permanent Committee, so that they can be corrected to satisfaction. Provincial Administrationis mostly dedicated to applying the directives as commanded by the local government, although of course they still have the function of collecting data and facilitating government at and above their level.

It is then time to talk about the Permanent Committee of Review. Certainly the most prestigious, and arguably the most powerful, branch of government, the Permanent Committee has three functions vital to the orderly life of the State. First of all, and this is what gave it its name, the Committee is in charge of designing, revising, modifying, and reviewing the National Examinations. In the beginning, they also corrected them, but that task quickly moved down to a Subcommittee mostly staffed by unelected high-ranking civil servants. Nowadays it is also this subcommittee that writes the exams, but the PCR still reviews them before giving them the OK. Its second function is to select the candidates who can run for office. Sometimes the applications reach the hundreds, and the PCR trims it down. Staffers compile short files on each of them and marks the noteworthy. This is no guarantee of making it to the Candidates, but often results in promotion or better chances in a future race. An extensionof this function is to appoint the General-Director, who is not technically superior to his co-directors, but who is, to the rest of the world, the Head of State and, to the citizens, the Commander-in-Chief. Lastly, and probably most important, is the power to reject a directive issued by the Directorate. This ensures that the Directorate cannot run amok, and is prolongued customarily into a special power. This being that the PCR can ask the Directorate to expel one or several of its members, thus triggering a special election where only Candidates from the lat regular election can compete.

The PCR is thus the ultimate balancing force, and is also determining in shaping how the government of tomorrow will look at the world and at itself. It is surprising, then, that the requirements to be elected are so lax. One can be elected to the PCR only after having been a Candidate, either Promising or Notable. There are many different elections to the PCR: they are sectorial. One of its members, who will also be the President of the Committee, is elected by universal suffrage, but the others are elected by subses of the electorate or appointed by other governing bodies. This system ensures that no interest can easily achieve control over such a key institution, and that plurality is always present.
 
The Electoral System

In the IBS, the people choose their government, be it provincial or the Directorate, via Weighted Approval Voting. Electors, who have to have served in the army, be it regular or reserve, or have passed the National Examination, rate as many candidates as they want on a scale from 1 to 5. The highest average, weighted by number of votes respective to the most voted candidate, is thus elected into the provincial board. This continues until all positions have been filled. Both the provincial boards and the Executive Directorate can change their numbers, if the PCR approves the proposal.

Provincial officials serve 30 month terms without term limits. However, they can only be in office for three terms out of every four. Executive Directors have 5 year terms limited to two terms, consecutive or not.

The President and two other PCR members are elected individually by the electorate or its subsets via ranked voting. The others are appointed by consensus in the provincial boards, the Directorate, and by the General-Director. They are elected or appointed to a single ten year term, from the pool of all Promising and Notable Candidates that apply. The death or permanent incapacitation of a member of the PCR triggers an instant election or selection by the body that elected or appointed said member.
 
Background, Doctrine, and Structure of the National Guard of the Columbian Union


The National Guard, as it stands, has evolved greatly since the beginnings of the Troubles. Beginning as an accessory to a much larger federal military (along with other state National Guards), it thus followed the same training and logistical protocols of its federal counterpart. One of the key flaws of American infantrymen, however, was also one of their greatest strengths; the American doctrine of overwhelming firepower requires a logistical chain that would, quite simply, be impossible to maintain in the post-Great War era. With the limited ability to create new arms and munitions, and the distinct lack of materials for the body armor that American soldiers had been uniformly equipped with for decades, the Guard had to be reformed to face the new realities of this terrible new world.

Ammunition Uniformity: The NATO standard 5.56x39 round was and is one of the most common rounds on the face of the planet; a relatively small intermediate cartridge, that, while small in mass (relative to full sized cartride) made up for it in the larger amounts of ammo able to be carried by soldiers - allowing for significantly greater volume of fire and longevity of operations in theater - and by its blisteringly fast 3,100 feet per scond muzzle velocity. During the beginning of the Troubles, the caches within the handful of military bases in Louisiana were raided, secured, and rebased in New Orleans. Likewise, civilian stores of 5.56 (and its .223 equivalent) were acquired over the years to supplement New Orleans' growing ammo hoard. The small size of the round and the ease in which it can be reloaded and manufactured proved a saving grace many times over; the volume of fire allowed by the unrestricted deployment of automatic riflemen along the front line was sometimes the only key deciding factor between bandits and the National Guard.

Likewise, the Guard has maintained stores of 7.62x51 NATO (also known as .308), used in rarer, larger machine guns (such as the few dozen 240B machine guns the Guard managed to recover), though it is much more commonly carried by squad designated marksmen.

Other cartridges are used by the Guard, though generally on a strict rifle-by-rifle basis - old world rifles and weaponry scavenged and turned into the government are kept, if ammunition can be recovered for them, to arm paramilitary forces.

Squad Makeup: The squad is the smallest unit in the National Guard (excepting fire teams), and represents the Guard's ability to project power on the ground. Each squad is devised of 12 soldiers, divided into two four man teams and a four man command element. Each team within the squad will generally have its team leader, an automatic rifleman armed with an M27 or M249 as available, a grenadier armed with the squad's allotted grenades along with an M203 grenade launcher, as available, and a rifleman. The rifleman, generally, will be carrying several extra belts of ammunition for their automatic rifleman, and machine gun team, as necessary.

The command element of the squad is comprised of its squad leader, radio, political officer, and the final slot will be filled with a designated marksman/medic/MG team as necessary. The goal of this squad composition is to field a unit of soldiers that can act independently in the field and overcome a varied number of obstacles; likewise, the Guard relies heavily on the experience of its non-commissioned officers to lead units in the field. A squad leader is expected to be able to act independently, in the absence of orders, if necessary - a necessary trait in a mobile force in an age where communication at distance can be unreliable.

Equipment: An infantryman in the National Guard has a combat load, ideally, of between 70 and 80 pounds, though the type of equipment can vary wildly across the Guard, due to the scavenged nature of much of it. Vests and backpacks are a mix of Vietnam-era ALICE and more modern MOLL-E webbing. A general equipment list would generally look like this:

  • Rifle - generally an AR-15 variant (either an actual, civilian, semi automatic AR-15 or an M16A2, A4, or M4A1 seized from the National Guard base)
  • Rucksack
  • Entrenchment tool
  • IFAK medkit
  • 5-7 1 qt canteens
  • 6 20 or 30 round magazines, 5.56
  • 1 box of 420 rounds, 5.56 or 1 box of 200 rounds, 7.62x51
  • 2-4 grenades, frag and smoke
  • 4 days rations, in surplus MREs
  • Poncho
  • Stuff bag w/ sleeping bag
  • Sandbags, empty
  • Patrol cap
  • Boots
  • 4x pair of socks

    Equipment lists naturally vary depending on the mission, length of time in the field, and several other factors, naturally.

    Squad Level Tactics: National Guard tactics rely on the fireteam structure of the squad to engage the enemy. Without going into too many specifics, the first team to engage in contact with the enemy will lay down suppresive fire; as many bullets as possible over the heads of their contact, while the other fire team will get up out of cover, move around to the flank, and sweep through the enemy position as the first fire team moves their fire as the second fire team sweeps in (essentially forming a large L shape). Where necessary and possible, the Guard Motor Corps and Air Corps can also be utilized to provide overwhelming firepower.

    The Motor Corps and Air Corps: Though the acquisition of fuel and spare parts for vehicles is increasingly difficult in the years following the Troubles and the Great War, a handful of military and civilian aircraft were preserved during the National Guard pullback to New Orleans. Though these aircraft have been used very few times since they were recovered, and the knowledge to maintain and use them is limited, they remain in the arsenal - though, for how long their old airframes can continue to function is another question.

    The Motor Corps is a different matter, however. An increasingly large part of the Guard (making up nearly 7,000 infantry as of 2050) utilizes both unarmored, stripped down, old modified Jeeps, and armored trucks to move soldiers quickly and safely through hostile terrain. With the capture of Texas and the bringing of its oil fields into the fold, the Union hopes to continue its expansion of the Motor Corps to provide a lightning fast, reflexive arm of the military that can adequately defend any of the Union's borders.

During the 3rd World War, most of Germany modern military hardware was destroyed and with an economy in ruins, they had to go back to older equipment. Luckily, the large depots of Cold War era weapons were still intact and allowed the german military to arm its soldiers.

The main infantry weapon of the Bundeswehr is once again the G3 battle rifle. A rough, but reliable rifle, with a strong 7,62x51mm cartridge, the G3 fits the new doctrine of the Bundeswehr. Additionally, MG3s are in wide use, using the same ammunition a the G3. Quote from a soldier " The MG3 is not beatiful and most of them are old. But goddamit, none of those fudgers ever jammed on me and you freaking mow down trees with this monster."
The MP5 is also in wide use, mostly in units meant for urban combat.

The basic doctrine of the german forces is that of overwhelming firepower, combined with high mobility. Heavy rifles, MG and mortar fire are supposed to overwhelm the enemy , in combanition with armored forces and, if needed, air support. Armored and motorised forces are always supposed to be in motion, both offensive and defensive and try to outmaneuver and encircle the enemy.

While the infantry equipment is mostly old, but reliable hardware, the armored division have literally no MBTs at the moment. Old Marder 1 IFVs, already meant to be scrapped and Luchs recon vehicles were pulled from storage and now form the backbone of the armored forces. A new series of more modern Vehicles like the Marder 2 or Leopard 3 just entered early production, but it will take years before they are available in meaningful numbers.Most of these new vehicles are based on prototypes developed before the war, but which didn't make it into service before the outbreak of hostilities.

"Somebody once told me that KMW designed and developed this monster before the war, after the French had terminated the cooperation for a new MBT. Absolute high tech this baby, light weight, super resitant composite armor, with at least 20 layers, the old 120mm Rheinmetal can only scratch it. Speaking about weapons, this baby has a massive 130mm cannon, can blow off a tanks turrets from a distance of 3 miles with a single hit. Still, it weighs over 60 tonnes and drives like a freaking car. And its so silent, they copied the fuel cells from those pre-war submarines and powered them up to 1800 PS, you feel like sitting in a high speed train while driving this, reached 50 miles per hour without breaking a sweat. I love this baby."

Battle account from the 1st company of the 21st Panzer division: 12.12 2048

" Three months after we started training with the new Leopard 3s, we had out first combat mission. We were the very first to get them, I heard rumors that only 5 Leo 3s had been build by now, we were combat testing them. Some gangs had teamed up with some russian remnants and gathered some old russian hardware and now they were heading for the border. Four tank and four IFVs, with a platoon of Panzergrenadiers was send out to stop them.The Marder 2s the grenadiers used were also brand new supposed to be combat tested, they were based on an upgraded design from the late 80s with a massive 50mm cannon. We also got an old Luchs, a armored recon vehicle, which scouted ahead for us. They recons spotted the enemy after an hour, in an optimal position for an ambush. Two armored companies, with a dozen old T-72s and 90s, also some BMPs, were approaching us , across a large valley.
We were positioned on the edge of a forest, perfect fire angle and the Marder 2 IFVs, started the ambush, by firing the anti-tank rockets. But those things were still not reliable, only one scored a hit and probably a kill, the others missed. The Marders directly retreated and the russian tanks returned fire, but missed. Now it was our time. Thanks to the fuel cells engines were so silent that they didn't notice us until we fired. Four shots, four hits, fours kills. Dammit KMW had done a great jobs. One T-72 turret was torn off the tank, thrown hig in the air and landed like 20 meters away from the chassis. The Russians were compeltly suprised an paniced, some of the surviving tanks returned fire, but they couldn't do more than dent our armor. A second salvo, than a third and all enemy MBTs were gone. The BMPs and infantry now ran for their live and we left it to the 50mm cannons of the Marders to deal with them. It wasn't pretty, but damm, I felt like mighty Thor, raining down death and thunder on this poor guys."

Extra: Cyprus, in WWIII, with turkey busy with other matters, didn't or couldn't pay attention to what the tiny island of Cyprus did. as a result, an ultra nationalist party in Greek Cyprus took control, and, when turkey was completely unable to intervene, took an opportunity, and conquered the turkish half of Cyprus.

so, when you mix a racist ultra-nationalist government, and conquering your worst ethnic enemy, things were bound to suck for the turkish.

eventually, the situation got so bad, that the military staged a coup de-tat on the (very evil) elected government, and forced a stop to the atrocities. the damage was done, and the turkish people mainly were dead, exiled, fled, or worse. the previous leadership was all tried and executed for crimes against humanity.

eventually, the island stabilized and recovered, politically, culturally and economically. there were very few Turkish people left on Cyprus, but they are treated the same as everyone else. the government of Cyprus decided to keep the political freedoms, and decided to remain isolationist, ashamed of their past, and not wanting to be part of anything, remaining strictly neutral. besides, they likely wont matter on the world scale anyway.

it shoudl be noted, that Cyprus is one of the few countries that survived World War three, nearly completely intact.

India's Energy revival through Thorium Energy

According to the Atomic Minerals Directorate for Exploration and Research, a constituent Unit of the Department of Atomic Energy, the Indian Dominion has 10.70 million tonnes of Monazite which contains 9,630,000 tonnes of Thorium.

India's thorium deposits, estimated at 360,000 tonnes, far outweigh its natural uranium deposits at 70,000 tonnes. The country's thorium reserves make up an aprox. 25 percent of global reserves. So it came as no surprise when the newly established Dominion began exploiting the resource and presented enormous amounts of time and funding into the research and application of Thorium as a green and viable energy source.

Even now, the 21 aging and former nuclear reactors of the nation are slowly being refurnished and modified for Thorium-based energy production. The newly established energy directorate is working around the clock on this project in the hopes of turning the Dominion into a, quite literal, powerhouse for green and sustainable energy in the new world arising from the ashes of the third world war.

With the added employment brought about by the reactor projects, the nation is seeing a boon in its economic affairs and whilst things are still rough the DoI is slowly stabilizing its footing as a nation.

For much of the humanity, 2049 seemed little different from 2039. The world was constrained to a few square kilometres, rapid communication with anything beyond your immediate community a distant memory. The daily routine was a struggle against hunger, sickness, and the dull worry that it didn’t matter if you would survive the day, because all that waited was tomorrow.

But for the scholars of the future comfortably looking back, 2049 was what could be considered the ‘plateau’ of The Troubles. After twenty years, the decline of humanity had finally bottomed out as the population came to match the capabilities of the crippled environment. A generation had been born, grown, and was now starting the next generation under the shadow of the dust cloaked over the globe, but with every year the sun grew brighter and warmer.

While most of the planet’s surface was still either lawless or ruled by warlords and isolated settlements, by 2049 the number of functioning, large-scale polities had reached over two dozen. Some of these were nation-states that had survived the World War and the ensuing Troubles, while others had found life during The Troubles themselves. Compared to the states of the early 21st century, these polities were fragile and impoverished. Refugees seeking safety from the chaos of the Troubles was causing overcrowding, worsening the already insufficient supply situation. Crumbling infrastructure made transportation and communication even within polities a difficult feat, and the almost complete loss of satellite coverage and overland and undersea communication cables meant most polities were cut off from all but their closest neighbours. Intercontinental travel was limited to only the most powerful and fortunate individuals that maintained aircraft, but air travel was risky, and the benefits of travelling were few. For now, the polities of 2049 were on their own.

In the East China Sea, many of the sprawling Korean, Japanese and Chinese cities had largely been reduced to hulking ruins during the Third World War and the ensuing civil wars. From the Southern Korean Peninsula, the East Asian Emergency Council emerged. Under the protection of tech doled out by the universities and scavenged from the fallen militaries of the old world, the EAEC expanded to encompass the full Korean Peninsula and the western half of Honshu. Across the Yellow Sea, the new, martial Iron Blood State stands opposite the old Republic of China. Both hark back to their great civilisation’s imperial eras, and as they rebuild themselves, their peoples wonder what it will take for China to once again be one.

As the Communist Party had fallen in China, so had it’s Vietnamese counterpart. In its place, a resurgent Republic of Vietnam has embraced political inclusiveness and nonviolence. South of Vietnam, the Western Indonesian Seaway is straddled by the ever-contributing corporations of the Niijima-Haus Directorate.

New Zealand and Oceania had been spared most of the War’s worst violence, but the environmental and economic turmoil, along with a series of ill-timed earthquakes nevertheless broke down the old order. In its place, Aotearoa and Tasmania are now once again largely stable under the forward-thinking Dunedin Treaty Organisation.

At the crossroads of South and West Asia, the conflagration between the old nuclear powers led to the rise of the Islamic Khilāfa of Afghanistan, which overran the old territory of Pakistan and Iran. The extreme wahhabist caliphate is contrasted with the progressive Indian rump state, the Dominion of India, which has risen out of New Dehli.

Decades of violence before the Great War had ravaged the old countries in the territory of the present Sanctuary Republics, but as the world became increasingly unstable, Sanctuary became host to refugees from across the the regions surrounding the Middle East. Off Sanctuary's coast, the prewar Republic of Cyprus still remains, having been largely spared from hostilities during the Great War. Bordering Sanctuary, the reformed Kingdom of Saudi Arabia maintains its hold on the Arabian Peninsula, its democratic, constitutional monarchy a far cry from the pre-war theocratic rule.

Much of Africa remains fractured, but two polities maintain order in the east and west. The collapse of France during the War led to the Sahel Protection Alliance, which under military rule has weathered the storms of the Troubles. On the other side of the continent, the green Zanzibarland Reclamation Authority seeks to create a better world, with humanity finding its place in the world, rather than trying in vain to subjugate it.

Even in a time of restricted travel and little-to-no rapid long distance communication, tensions are already once again on the rise in Europe. The pre-war republics of Bulgaria and Italy are still maintaining their grip on southern Europe, eyeing each other across the Adriatic. On the Iberian Peninsula, only Atlantica has risen from corpse of Portugal. In Western Europe, the Socialist Union of Democratic Societies has spread out from the ruins of Paris, and has pushed up against the borders of the Federal Republic of Germany rump state. Across the English Channel, Oxford-Cambridge Directorate maintains tight but ‘fair’ control over southern Britain. In the east, the revolutionary Federation of Soviets of Russia has created a mythic re-imagining of the USSR after overthrowing the increasingly authoritarian rule of of the old Russian Federation. While much of Europe strives for some form of socialism or wishes for a return to the neoliberal system of the pre-war world, the Nordic Empire has embraced the once reviled fascist system of the early 20th century, cloaking it in the mythology of Scandinavia.

The vast Canadian and American northwest is now host to the socialist NorSoc, while the northeast and Great Lakes region is home to the bizarre cult-like Combined Syndicated States of America, and the remnants of the pre-war international community, the United Nations of Earth. In the American South the socialist Columbian Union spread out from Louisiana to incorporate Texas and Alabama. Further south, The Mexican Federation, while reduced from pre-war Mexico, maintains a hold in Central America, and the Rastafarian Kingdom of Zion unites most of the largest Caribbean islands under the leadership of Soldier, and their divine purpose of Liberation and, finally, Reparation.

During the War and early in the Troubles, as the Northern powers and corporations grew increasingly desperate, they resorted to plundering the resources of South America. In the chaos of the troubles, the states and corporations of old were broken in massive upheavals across the continent. That once failed project of Simón Bolívar is now, over two centuries later, becoming a reality. Gran Colombo may not have the expanse of its original namesake, but aspires to become the inclusive, pan-south american project Bolívar dreamed of so long ago. In the amazon, the radical ecosocialist Intendência Verditas has taken stewardship of the region’s struggling ecosystem. Further south, Uruguay, Corrientes, and Paraguay have come under the Posadist People's Socialist Republic of Uruguay. While some of their doctrine is a bit fringe, the people under the Republic see it as a sign of stability and progress, even if some of the leaders occasionally go on about dolphins.

The world has seen the worst catastrophe in human history. Life is still a struggle, even in the more stable regions of the world. But there is something in the air that hasn’t been around since the first bombs dropped. Optimism.

Every player has 5 Development Points to spend on actions. The available actions are:
  • Claim a province. In the event two players claim the same province, rng will decide the winner, and the loser will be refunded their point next turn. Newly annexed provinces will have randomised ideology. Claiming a distant overseas province requires 2 points. There's a handy little line on the map in Antarctica that shows what is considered 'distant'. 'Blitz' claims are okay, but any encircling, wall building, snake chains or any other silliness will be dealt with.
  • Improve a province. This will improve the wealth of a province by 5. (note: value may change as balance is fine tuned)
  • Change Political Freedom/Centralisation. May change freedom/centralisation to any degree.
  • Improve/Change Tech Expertise: provides 2.5 tech points, which can be placed into expertise. Can be placed in amounts as low as 0.5.
  • Improve Cohesion by 5%. All polities begin at 50%.
  • Improve military. Raises military readiness by 5, military reserves by 5, and 5 EP worth of military units (Army Div=1, Air Wing=2, Navy Group=5).
  • Convert province ideology. Change the ideology of one province within your polity to your preferred ideology.
  • Space program. Opens up an orbit ‘province’ for your polity with a small amount of wealth. This represents satellites.
  • Improve space. Improve the orbit ‘province.’ NOTE: at game start, orbital development is greatly restricted by space debris. Represents expanded satellite programs.
  • Remove space debris. Removes 5 ‘debris’ from orbit.
  • 2 points, create npc in a nieghbouring province. You may create an npc using the regular signup sheet. Next turn the npc will handle its own development, but will be friendly with your polity and share your ideology. In the following turns, the npc will receive 3 points to spend each turn. Creating an npc in a distant overseas province requires 4 points.
New players are free to join at any time, just follow the sign-up instructions in the first post.

There is no conflict in the three intro turns. Diplomacy is open, but try to keep in mind that instant intercontinental communication is gone, and travel is highly restricted and expensive. At this point there's not really any reason for intercontinental interaction anyway.

Please send orders via PM. Orders in thread will not be processed. As before, extra writing/RP/stories or whatever will get bonuses. Given the number of players, I'm keeping it to one bonus per player at the moment, simply because counting up all the player made content and bonuses is already getting to be too much. This may change.

News from the Republic of Cyprus:

President Giannis Makos, a Greek, rules the republic of Cyprus, having just been elected, with his party, the Liberals, being the majority. the Prime minister, a Turkish woman, and a Vice president, an Egyptian man. collectively, they represent the three largest ethnic groups of Cyprus. there are innumerable smaller ethnic groups. it is widely known that Cyprus is a truly multicultural island, having hosting a large amount of refugees in the troubles, after the... unpleasant... era in history involving the nationalists. these refugees eventually got fully integrated within Cyprus, equal to that of anyone else.

however, as many people noted, 7.6 million people on, a basically arid island with little water, indicated that the liberals didn't think things through. the liberals weren't dumb, and did think it through, and so, they funded massive, truly massive, infrastructure projects in the decades, including desalination plants, vertical farming, hydro-farming, high rise buildings, and beautiful nature. they did their best to protect nature, and still accommodate all these people. the mountain ranges are nature zones, and heavily protected by the government. they also improved natural areas as best as they could.

still, their goals are clear. increase standard of living, maybe organize governments in nearby areas, and improve defensive capability. they want to remain isolationist and out of everyone's way. it may change over time.

also, people have been asking what happened to the UK airbases in Cyprus, well, they were annexed peacefully by the government when it was clear that the UK has imploded. the British citizens there still number in the thousands, today. the UN buffer zone was dismantled.

the main pressing issue, is that the military is fairly weak for its size and population, the diplomatic position is unsure, and the island is very crowded.

Despite becoming the third largest economy by GDP in 2030 India was beset with problems from climate change, communal violence, a rising gap between rich and poor and corruption on all levels of government. Coupled with instability in neighboring Pakistan and Bangladesh the BJP (Bharatiya Janata Party) retained a majority in 19th Lok Sabha after the 2029 general election. The Prime Minister focused on increased defense spending along with infrastructure and creation of a welfare system but was criticized by the press and the opposition as too little, too late. The economic collapse of both the United States and China would hit India hard with sources of investment and trade drying up seemingly overnight. Millions of ‘paper millionaires’ would lose fortunes as the SENSEX (Bombay Stock Exchange) would lose half of its value within two days in 2030.

The Second Emergency (2030-2034)

Facing nationwide unrest the Prime Minister declared a State of Emergency in 2030 allowing the Prime Minister the ability to rule by decree, allowing elections to be suspended and civil liberties to be curbed. While this allowed the central government the ability to deliver relief aid and combat civil unrest it ignited a firestorm of protest online and on the streets. Fearing a possible coup and loss of autonomy many of the states began to fracture and leave the Union. The Second Emergency would last only four years until the central government effectively collapsed. Sharing economic and cultural ties several southern states would form the Federation and create a provisional government. The government would run the day to day affairs of the nation until the General Election of 2034.

Nayak and the National Reform Party

In 2033, the Chief Minister of Maharastra, Balraj Chauhan (equivalent to an American state Governor) came under intense criticism by the press for his inaction during severe rioting in Mumbai. While being interviewed by television reporter Shivaji Rao he dares the reporter to take over his responsibility for just one day. Initially planned as a way to silence his critics the plan backfires with Rao gaining widespread fame for his education and merciless war on corruption. By the 2034 General Election Rao and his new National Reform Party (RSP) sweep several states and Rao is elected Chief Minister. Rao’s form of technocratic governance and populism would see him elected Prime Minister and his party returned in 2039. Among his reforms was the merging of several government Ministries, the removal of corrupt government employees and officials and the establishment of complaint boxes in every village and municipality. The Central Government would see the merger of Lok Sabha (House of the People) and Rajya Sabha (Council of States) into the new National Assembly (Raashtreey Sabha). Rao was wounded in an assassination attempt in 2040 announced his retirement in 2044.

The Dominion of India

3rd of February, 2050 - 11th of May, 2054

In an effort to expand the influence of the Kamaraj and establish a united India from the chaos of the third world war, the government dispatched peacekeepers alongside Kamaraj representatives to the chaotic provinces of the former republic in hopes of restoring order and installing proper government. Once these territories were stabilized and control assumed, the government would begin restoration of public assets, housing, utilities and security. Following these years, the Dominion has laid claim to the territories of Gurajat and Uttar Pradesh.

Additionally, the Dominion reaches out to the acting government body of the Federation of South India, wishing to establish contact and discuss matters of state in terms of the future of India, and perhaps the potential for a peaceful integration of the Federation into the DoI.

"It is the hopes of the Dominion government that the people of India finds their way back to the ideas of peace and order of the growing new world. We promise safety, and properity in the wake of these dark times. Return home, brothers and sisters of mother India."

Italy wants to promote peaceful cooperation between our two nations. We also want to emphasize to you the need to take initiatives together; we propose signing a treaty to cooperate on the field of ecology and environmentalism in order to ensure that the children of our nations will grow up in a territory that is not polluted and has green and fresh air.
 
It was a hot day. This was much better than the cold night. The cold night was bad. The winds brought bad things. Things that shouldn't be. What was once humans, were now some kind of feral beasts. Driven by madness and the lone desire to survive. But what was survival? Was this life, even? It was so lonely. A deadly quiet had beset this land. The only sound that could be heard is the sound of the sea waves. The pure, clear sea, unpolluted by the works of man. In...and out.

But then. The sound of steps. Boots, marching on the sand. A lonely man. He had a rifle in his hand - perhaps his enemies from an era before would recognise it. But, for today's men, it was just another rifle. Empty of ammo, and scratches all over it showed that it's used more as a baseball bat than a firearm. Asides from that, he was wearing a trench-coat - underneath it, an even more badly damaged combat armour. Perhaps it's just any other scavenger out there. But one thing set him aside from all others. A strange contraption, part of his helmet, which kinda covered his eyes and looked like glasses.

It was an enchantment, of course, given out to the soldiers of the manyfold, but mostly dead now, armies of the past. Infrared, night-vision...most importantly - translation. He had tiny little headphones on his ears, which once they detect human speech, can immediately try to translate anything he heard. And the glasses were capable of translating any text he glances over. In theory. Practice didn't show such success, but it was better than nothing. He found it...in a battlefield. Wrsw? What a weird name. Ever since he found them, he had been living in a world of green hue. The nightvision had been stuck and there was no way of undoing it, so he travelled only during the night. It's been so long since he saw the night sky...properly. All of the shining colours he once knew were reduced to green.

Days passed. How many? He doesn't know. Nor does he care. The green darkness, followed by the darkness of his eyes. Suddenly, a city. "THESS". What was Thess? Who knows. In this moment, silence had fallen down. No movement. He could hear his own breathing. In front of him - a library. "ALONIKI LIBRARY". Thess...Aloniki. Of course. He laughed. Some would've called it Solun. Or whatever other name. Curiosity took the better of him, so he went inside.

He picked up a book. Ooh. Politics. He liked politics. In a dark way, of course. His favourite books were when the people of the past realised it. The end. It had come. And now the rotten and corrupt structure had fallen. Its name was "The Endening: 2018-2035", according to the software of the helmet. So he began reading the prologue...

What happened to you? The answer is simple. What happened everywhere else. It fell apiece. Everything important and of cruicial points had gone drained down. This created a crisis in the European Union. Но дали наистина е причинена от това? Или е просто капката, преляла чашата? [TF!!] I suppose we won't ever of know. This crisis led to what the reicht-wingers wanted all allong:

You know what happened next. The state failed. It died. Like everything else. A grandee coalition was created, elections...To no avail. Civilization had failed us. All of this is now wither and death.

So many translation errors! His head hurts. His vision is dizzy. He doesn't see anything. So he didn't see the presence behind him. A young man - much younger than him. The young one was vigorous. Energetic. He was a Scout. To look out into the night outside Bulgaria's borders. That was his duty. And nothing was too low for accomplishing it.

He had followed this...man? Woman? He couldn't tell. He was interested in what they had. The armour...the weapon...So what happened was that he beat him. With the stock. Until he stopped moving. It was just survival.

It was a hot day...and a man walked out of the library, all clad in a trenchcoat and an armour, with a helmet that now has no insignia.

Excerpt from “Remembering the War”, sponsored by the N.E.M:

3 February 2050

The locals around these mountains are a fair folk, poor and wild but of a pure Nordic stock. When I was directed to the village I am writing this from by the lieutenant of the Swedish troop I was escorted across the border by, many of the other soldiers reacted fondly. I believe that many of the young women here are known thoroughly by the Swedes, and for that I cannot pass judgment, for the forests nearby are quite romantic. This location is about seven hours’ travel from the border checkpoint; however, our journey took three nights and four days, due to the treacherous terrain and the lack of suitable transport. From the battalion that originally escorted me across the border, only two soldiers accompanied me to the village. Both were quite young, but the situation in Sweden has stabilized in the recent years, and I was unworried. They were selected for their proficiency in my native Ostlandic dialect.

The journey itself was fairly uneventful, excepting the occasional attack by feral dogs. The wolves of the two boys, standard issue by the Stockholm government—these two named Hilde and Rudolf—made quick work of any nocturnal incursions, while a strict rifle whip repelled most daytime assaults. When we reached the destination village yesterday afternoon, we were greeted by the mayor, a stout man loyal to the fascists. The villagers had been eagerly awaiting our arrival for some time. A small party in the city square, which had been adorned with lavish ribbons and idols of prominent Imperial war heroes, was celebrated last night when we had settled in. Each of us was presented with a plate of hundkӧff meatballs and local greens, and there was a karaoke performance by a songstress. For a village of at least 1000 I was surprised by the festivity of our reception, though I suppose the Troubles brought communities together in a way nothing ever had. The soldiers acted quite accustom to this treatment, and I suppose the popular support for the military in any proper state will make one so. Back home in the Empire, I am used to the stoic urbanism of Trondheim, but rural soldiers have often told tales reminiscent of this experience. I suppose that support for the upcoming Imperial annexation of Sweden must have Norwegians and Danes treated this way throughout this wayward land.

This village was largely unscathed by the Civil War itself—on a road map, it is thoroughly isolated from any major cities—but many of the buildings appear to have fallen into disrepair some decades ago, likely alongside the Swedish liberal government. The apartments of the locals, however, and the various town institutions, as well as many of the key roads, are not only externally beautified, but have been internally refurbished and structurally reinforced. In the earlier hours of our arrival, when the soldiers and I were introduced to our quarters, inside a barn off a dirt road to the southeast of the Main Street, I was expecting rough straw and cold dirt much like we had been sleeping for the past three nights as we made camp. Instead, I was greeted by a clean, hardwood floor, solid oak furniture, electric lights and a small generator, and numerous posters of Nordic propaganda from the Ministry. I was surprised, however, that only one bed was provided. With a wink at the boys, the mayor’s aide who had escorted us implied that neither of them was expected to need one.

I discovered why later that night, after the festivities drew to a close. The bonfires in the city hall died out around 22:00, and many of the very young children were taken home by their parents by 22:30. The aides of the mayor were busying themselves removing the statues from the city hall, and many of the elderly citizens were returning to their homes as well, when one of the soldiers grabbed me by the elbow and pulled me aside. He and the other, among a group of about seven other youths, led me along the dirt path past the barn towards a clearing in the forest, where already another set of bonfires were being built. Gathered around the fire pits were roughly 150 of the townspeople, mostly aged between 15 and 25, dancing and chanting Old Norse hymns. Many had removed their clothes, despite the cold outside, and most were painted with some or another pattern of green, glow-in-the-dark paint. This ritual—to the locals, “Nachspiel”, after American “afterparty”—likely continued well into the early hours of morning, but I realized around 24:00 that I should begin my trek up the mountain. The boys were quite useless by this point, both thoroughly inebriated and paired off with a girl (the implications of which, I expect, prompted the aide’s comments) and besides, I was well equipped from Mandatory Training to fend off a few stray dogs.

Whenever locals spoke to me of my true purpose of visit, their response varied clearly by age. To those elder adults, “the Colonel” is known as a friendly hermit, whose excess hunts often yielded charity for the village. To those teens and young adults, he is known, but is often talked about in an overly laughing manner, like the giddiness of masked anxiety and apprehension. And among the children, the source of this apprehension is all too clear—the Colonel is something of a ghost story. I suspect his reputation is a perfect representation of how man becomes myth, much in the same way the “Nachspiel” appears to reflect the growing trend of a return to mysticism. The best tales, the jokes we tell our children, the costumes we wear to regale and invigorate the imaginations of the masses, are the same ones that become their truest and purest legends. The Colonel, to these villagers, means everything from a stalwart protector who wards off anarchist insurgence to a bogeyman who lives in the caves. In these troubling days, mankind clings to the stories and beliefs best shared around a fire under the shadow of the night.

The hike up the mountain finished, by the moon’s angle, around 1:00. The clearing to which I was directed by the mayor was lonely but bore a feeling of safety and comfort. It was not long before I spotted a terse shadow against the gentle movement of a fire, cast out from a nearly hidden cave under the crest of the stone. I followed it tenderly and was no closer than four meters to the opening when a coarse brown bag was pulled tight over my head, and I was roughly but calmly escorted inside. When the bag was removed I had already pulled out my tape recorder. I have edited out greetings, and below is a transcription of the interview I conducted with Colonel Lucas Eliasson.

Q: Could you please state your name, age, and service branch and rank for the recorder?

A: Eh, yeah… Lucas Eliasson, forty… no, fifty-one. Private, United Nations Expeditionary Force for Peace in the Middle East. And, uh… Colonel, Swedish National Front. Hey, sorry for the dragging. Had to, you know, make sure you were the guy in the pics they sent me.

Q: Don’t worry about it. So, Colonel Eliasson, you must be aware that you are the only interviewee outside of the borders of the Empire we have contacted for this piece. How do you feel about that?

A: Er… great. Thanks.

Q: So, Colonel, how would you describe your time in the Middle East? Were there any notable events you’d like to provide information on for historical record keepers at the Ministry of Enlightenment?

A: Well I’m sure you folks want to hear my side of the famous Latakia story, eh?

Q: …Yes, sir.

A: Alright, then, I hate to disappoint. Most folks have heard that it was my first combat experience, but that’s actually not totally the truth. See, I was stationed up in Crimea for a couple weeks in 2021. No official battles occurred, but the atmosphere towards us bluehats was pretty hostile. Our headquarters got bombed two or three times, never while I was there, and I had to fend off a few knife fights from locals. And mind, this was Europe. Not some foreign dirt-blood city. Anyways… Latakia. So it was my first year with the UN force, and I remember the situation in Syria wasn’t too friendly either, of course. When our boat rolled in to the harbor there were already some locals there throwing rocks and bottles in our direction—no guns, but that was probably just a matter of time. We were quartered in a barracks set up by a joint Israeli-American company, and for the first few nights it was pretty quiet. The barbarians hadn’t really reached the coast yet, and we were really just sitting around waiting for deployment for the first couple weeks. Now, it was probably about 3 AM, my second Thursday there, when the bomb went off. And this time I was there, not like Crimea. 2021, I remember, was the first year they really started frontal assaults against any of the Allies. And boy was it a frontal assault. After the first blast went off came gunfire. I was up on the second story, and the bomb had taken out the staircase to the west of where I was bunked. Me and my bunkmates were dazed, of course, but the gunfire started ripping through the wall—heavy caliber stuff—and I could tell I had to move. So I got up and went to get a gun off the wall. That’s when the second blast went off. The entire south wall, where my bunkmates were still recovering from the first blast, and where the weapons were, imploded, and the ceiling crashed down on the beds. I was… the only one who got up in time. And our guns were completely finished. But the bullets were still cracking, and even though I was knocked on my ass with an eye bled shut, it was time to act or die. So, I… I acted.

Q: You did a little more than act, with all due respect. I’ve heard great stories.

A: Oh? What have they told you?

Q: It’s said that’s when you first… you know. Went Berserk.

A: *Laughter* They still call it that? Would’ve thought you Young Vikings would’ve thought of a new, young name for it. Yes, that’s what happened. Which is why I don’t remember for sure what happened. But I’m told…

Q: Yes?

A: I’m told that I charged outside screaming and bloody and still in my drawers like a damn fool. Now, a few years ago, this would’ve been a sight, but by 2021, since the “intervention” ramped up, bluehats were really out there fighting for their lives. I mean, really, that’s the whole reason I joined. The government wasn’t doing a damn thing about the radicals in the Mideast, and the UN force was the only place I could feel useful, fighting. A lot of kids were doing it those days, especially among my friends. But yeah, I’m told I was shot three times before I got to the first truck and killed four of them with chunks of cement from the ground. And then that I drove that truck over another ten before crashing it into the walls of the cell’s headquarters, across the street from the UN barracks. I’m told that, by the time the rest of the bluehats got out, rifles at the ready, I was already covered in blood and unconscious, and the enemy was scattered around my body, inching closer. Now it wasn’t until a few weeks later they found out that was just one battle in a whole wave of strikes against UN outposts. Or that ours was the only one the bluehats won. And yeah, I’m told I was singlehanded in that. And when I finally woke up from the coma, there were doctors and tacticians all around and I realized I was back home in Lund.

Q: …Wow. And did you have any idea yet that what you’d done would become so important?

A: Well, if you’re asking if I knew then that I’d be teaching dozens of militiamen in two decades how to Berserk, or whether I could foresee that I’d be leading a battalion in Sweden to take Stockholm back from foreigners, I’d say no. But I could tell that I was becoming a phenomenon among the good-hearted by the sorts of people who’d come and see me. And I’m glad now that the Norse can be reunited under an Empire, thanks in some small way to myself.

Q: You are not falsely modest, sir, and I admire that. I’m glad a war hero like you is able to recognize his own contribution.

A: Modest? *Laughter* What is there to be modest about? The mistake you make by saying that, and the mistake everyone made back then too, is thinking it has something to do with me. But the whole point is that it’s in every Norseman. The Berserk is something in our blood. It’s what sets us above the rest. Our strength.

Q: Thank you, sir. That’s all we were looking for.

A: You would’ve been a little toddler around 2021. Strange. Goodbye.


I descended the mountain and began writing this report a few hours ago. As I sit under the lamplight of the generator in a barn in Sweden, I wonder what could compel such a mighty man as the legendary Colonel Lucas Eliasson to live in such a desolate corner of Scandinavia. Then I recall his milky, unseeing left eye; the way his joints popped and cracked; his limp and his listless mind, the way his lips twitched as he spoke. And I recall the fear in the voices of the children as they described this nightmare man. And I realize that the very same force that compels a legend to be a legend compels him to recede from the public. The Nordic blood is not vain, but upright, and even as it ages, and its accomplishments are woven into the beautiful tapestry of the Viking tradition, it sits, atop a mountain, and overlooks the sleepy village, the peaceful lover, the silent dance, and selflessly protects.

I goofed the political freedom levels. The original 3 during sign-up should have been limited, moderate, wide. I'm going through the stats and changing everyone that chose moderate to limited, and average to moderate. If you didn't get what you wanted, tell me in your orders and I'll fix it (no point cost).
