For two decades, the planet had been quiet. The Kessler Effect had choked the life out of satellite networks, neglect had silenced underseas cables, and war had crippled land communication infrastructure. But in the short half decade leading up to ‘54, parts of the world began to hum again. Communication networks that once were constrained to local areas expanded to cover entire regions, across polity borders, and in some cases even transcontinental.

A generation was beginning to grow up in a world where water, food, shelter, and electricity were common. Children didn’t understand how seeing a blue sky multiple times a week felt for their parents and grandparents. A generation had watched the world’s dying breaths, and now they were watching its first steps. A generation had only known overcast, sickness, and struggle, and now are seeing the growth of comfort and progress. And now, a generation was being into a world that changed and expanded with every day.

In East Asia, the Japanese home islands are mostly united under the EAEC, though they remain in a poor state compared to the growing cities on the Korean Peninsula. The Iron Blood State and Republic of China have for the most part restored order along the entire Chinese coastline. The IBS also organised and assisted the creation of the North State in the old Inner Mongolia area to shield the northern frontier, an area that could become complicated with the formation of the Siberian Soviet Federation to the northwest. Across the southern IBS-ROC border, the Republicans have expanded their land and air forces, raising tensions in the divided pre-war Chinese region.

The rapidly improving Republic of Vietnam is at this point the most highly developed polity in Asia, and despite its strongly pacifistic constitution, newly minted warships make it clear that Vietnam will not shy away from defending itself. Its southern neighbour, the Niijima-Haus Directorate, has steadily expanded further into Indochina and the pre-war Indonesian islands, with Siam and Java joining the Directorate. Further south, the Dunedin Treaty Organisation flexed its new naval muscles by sending a contingent of peacekeepers to secure New Caledonia and nearby islands as well as supplying and organising the Commonwealth of South Australia.

The Indian subcontinent has almost entirely come under the administration of either the northern Dominion of India, or the Federation of South India. While there may be tensions in the divided subcontinent, the two Indias have calmed worries with a declaration of friendship and cooperation. No doubt this extension of friendship was offered by the Dominion to gather allies against the gathering storms to the west. With a military larger and more powerful than the nearest five polities combined, the Islamic Khilāfa of Afghanistan could be well on its way to dominating the region, assuming it doesn’t collapse under the strain of its own armed forces.

Most of the Arabian Peninsula and southern Mesopotamia has been incorporated into the rapidly growing Kingdom of Saudi Arabia, the most highly populated polity in the world in 2054. The Kingdom’s neighbour, the Sanctuary Republics, have steadily improved and expanded, and like its pacifistic sister-polity Vietnam, strengthened its army and air force. Off the coast of Syria, the rapid development of the Republic of Cyprus has made the island-state have by far the highest standard of living in the world.

Surrounding territories continue to be folded into the Sahel Protection Alliance, which is poised to become the main uncontested power in West Africa. The Treda Union has formed out of the Congo, and the unfortunately named client polities of the Jovian Triumvirate and the Oort Aspirant have been established along its borders. Opposite the Treda Union, the Zanzibarland Reclamation Authority has steadily expanded along the east coast while continuing to further its scientific capabilities.

Western Europe is one of the most clear examples of the changing times, with trans-polity travel and communication becoming rapidly commonplace as most territory has been reclaimed from total anarchy. Atlantica continued to reclaim the Iberian Peninsula, as well granted independence to one of its rapidly overgrown research post-turned-colony, Ibericus. Sharing a border with both Atlantica and Ibericus is the Socialist Union of Democratic Societies, which by ‘54 had recovered the entirety of pre-war France’s territory, as well north-east Iberia. Across the English Channel, the Oxford-Cambridge Directorate has likewise restored the British Isles to organised civilisation with the establishment of two technocratic satellite polities: the Edinburgh-Glasgow Directorate in Scotland, and the Administrative State of Ireland. The Federal Republic of Germany has restored its pre-war borders, with the Netherlands also joining the Republic. The border with the S.U.D.S. has been calm for the most part, though the still-in-disarray Belgium between the two polities could be source of tension. Switzerland has been united under the acquisitions of TransLuna Incorporated. While physically small compared to its neighbours, the young, rapidly developing and innovating polity is already a drawing in talent from its neighbours, and even from those further who brave the journey. The Italian Peninsula has once again reunited under the Republic of Italy, which has been steadily also improving the infrastructure of its core territory. Across the Adriatic, much of the Balkans have been folded into the Republic of Bulgaria, along with the puppet state Croatia along Bulgaria’s northern border. The Federation of Soviets of Russia put a large focus on the east, expanding into the Transural region, as well as establishing the Siberian Soviet Federation. The FSR also organised the Ukrainian Federation of Soviets on its southwestern frontier, creating a buffer between it and the growing balkan power. Surrounded by the Germans, British, and Russians, the Nordic Empire sent troops to secure Sweden and Finland, as well as a marine detachment to bring Greenland into the Empire. The Nords also supported the formation of a client state, the New Teutonic Knights, between the FRG and FSR to strengthen the fascist projection of power on mainland Europe.

Besides Nordic Greenland, the North American Arctic has been fully claimed by Norsoc in Alaska, and the United Nations of Earth in the pre-war Canadian arctic territories. Pre-war Canada has in fact been completely folded into back into the control of polities, with most of the central provinces being claimed by the UNE, while Quebec and the Atlantic provinces united into the new Black Rose polity. North America’s other two socialist polities, the Combined Syndicated States of America and the Columbian Union, came into a small degree of competition during their expansions. Sympathisers to both polities clashed in Virginia over which to join, with supporters of the CSSA eventually ousting their competitors. The two polities were quick to dispel notions of direct conflict, but the image of a united socialist ideology in the pre-war United States has been shaken. The Mexican Federation has managed to win back most of pre-war Mexico from local militias and narcos, as well as expand south into most of Central America. Meanwhile, the Caribbean Islands have for the first time been fully united. With the sea under the Holy Kingdom of Zion’s control, the Rastafarians can now turn their attention east, if they dare make the transatlantic voyage.

By securing Panama, the pacifistic Gran Colombia may have created a flash point between itself and its neighbour, the military-led Mexico. Unorganised territory is also becoming increasingly scarce between Colombia and its southern neighbour, Intendência Verditas, which has expanded significantly in the biodiversity-rich pre-war Brazilian territories. Verditas’ southern border is shared with the People's Socialist Republic of Uruguay and its satellite Brazilian Democratic Workers' State. While the South American polities have a shared history of struggle against the metanational corporations and their puppet states, they have significantly different ideological standpoints, even between the Verditas eco-socialism and Uruguay's Posadist socialism

The world’s polities were not only active in expanding on land. A number of polities took the rigorous and expensive steps to reclaim Earth’s . The Federation of South India, the People's Socialist Republic of Uruguay, the Sahel Protection Alliance, TransLuna, and the Zanzibarland Reclamation Authority were the first five polities to restart their space programs. Breaking through the cloud of debris left by the Great War and the Troubles is no simple or cheap task, and will continue to be a massive roadblock to the redevelopment of space. Two polities, a TransLuna and South India, have taken the lead in clearing away orbits of debris, an effort that will make future space development for the rest planet easier.

The state of humanity is without a doubt improving. But as survival becomes less of a motivator, other struggles rise to take mankind’s attention. Many polities are increasing in size, so to are they increasing in diversity. Originally small like-minded communities banding together, polities are now made up of tens of millions of people. And as polities grow, they come closer and closer to their neighbours. Already in many regions of the world, polities are sharing vast land borders, and the mental divide between ‘us’ and ‘them’ is being reconstructed. How people identify, whether it be by ideology, polity, ethnicity, or religion, friction within and between polities is growing by the year.

But cities are growing. The skies are clearing. Roads and rails are opening. Children grow with food on their plates, go to school, and find jobs as they grow. There is work to be done, but humanity is learning to stand once again.

  • Claim a province. In the event two players claim the same province, rng will decide the winner, and the loser will be refunded their point next turn. Newly annexed provinces will have randomised ideology. Claiming a distant overseas province requires 2 points. There's a handy little line on the map in Antarctica that shows what is considered 'distant'. 'Blitz' claims are okay, but any encircling, wall building, snake chains or any other silliness will be dealt with.
  • Improve a province. This will improve the wealth of a province by 5. (note: value may change as balance is fine tuned)
  • Change Political Freedom/Centralisation. May change freedom/centralisation to any degree.
  • Improve/Change Tech Expertise: provides 2.5 tech points, which can be placed into expertise. Can be placed in amounts as low as 0.5.
  • Improve Cohesion by 5%. All polities begin at 50%.
  • Improve military. Raises military readiness by 5, military reserves by 5, and 5 EP worth of military units (Army Div=1, Air Wing=2, Navy Group=5).
  • Convert province ideology. Change the ideology of one province within your polity to your preferred ideology.
  • Space program. Opens up an orbit ‘province’ for your polity with a small amount of wealth. This represents satellites.
  • Improve space. Improve the orbit ‘province.’ NOTE: at game start, orbital development is greatly restricted by space debris. Represents expanded satellite programs.
  • Remove space debris. Removes 5 ‘debris’ from orbit.
  • 2 points, create npc in a nieghbouring province. You may create an npc using the regular signup sheet. Next turn the npc will handle its own development, but will be friendly with your polity and share your ideology. In the following turns, the npc will receive 3 points to spend each turn. Creating an npc in a distant overseas province requires 4 points.

The Luxembourg Pact:

Today, in a historic moment, the leaders of both Germany and the S.U.D.S. have signed a new treaty of mutual defense, fair trade, technological cooperation and free exchanges for students.
Reviving the once powerful Germano/French Friendship that used to be the heart of old europe, leaders of both nations expressed their happiness about this developement.
 
The S.U.D.S. can confirm that our councillors have agreed to the pact and we are now setting a referendum to the populace of our union to reaffirm its position. We hope it will pass, especially for the potential in both student access and for the stability it will encourage in the international stage. May the friendship inspire peace in our time!

the president has declared that Cyprus is going to become a primarily economic and technological powerhouse. already, we got the economy running pretty smoothly, but technology could use some work. after that, we may focus on the military.
 
On Citizenship

What does citizenship mean to the Columbian Union? Citizenship is not something that is granted for the mere act of being born; a citizen is a hero of the Union, a man or woman who cares deeply for their nation and their comrades in arms. Citizenship, in the Columbian Union, is earned through sacrifice, discipline, and dedication.



So what does citizenship entail, you ask? Though all people living within the borders of the Union are entitled to the protection of the government, and the right to work in an industry, it is only those who truly step above the rest, who clearly care for the well-being of the nation more than their own personal safety. Citizenship guarantees the right to elect your local Worker's Representative, who will ultimately vote for the Worker's seat on the Triumvirate. Citizens are, as due to their self-sacrifice and service, granted first access to new housing, education, and food. They can work within the bureaucracy, as civil servants, and are eligible to lead and train children's and women's paramilitary units.



How does one earn citizenship, you might ask? Through service. A ten-year term in the military guarantees citizenship, though some, such as those that give not their lives but their limbs or mental health for the Union may earn it sooner. A serviceman who loses his life in service of the Union guarantees citizenship for his spouse and his children, once they become adults at the age of fourteen. Another method of acquiring citizenship is by completing the Columbian Education and Survival Course, a method available to any child under five years old. The CES is a nine year long program that turns children into well-rounded members of society, with skills in arithmetic, English, history, wilderness survival, weapons handling, physical conditioning, and infantry tactics. The Cadets, as they are known, is an experimental program designed to create ideal citizens; strong, athletic, educated, and proficient at the art of soldiering. Cadet graduates may choose their own path after the completion of the course, though many of them understandably end up in the military and bureaucracy.



Additionally, a member of society who contributes to the Union, above and beyond their own duties and responsibilities, may be granted citizenship by their local Under Secretary. One alternative route to citizenship has been recently opened, aimed at those who are unfit to serve as soldiers; completion of a degree at one of the Union's handful of universities will also guarantee citizenship. The engineers and scientists bringing the nation forward are, after all, just as important as the hard men who hold the lines at the nation's frontiers.

Pillars of smoke onward into the blue sky as Caliphate military units speared out from their borders and poured into the Pakistani countryside, Iran, Turkmenistan and Kajikistan with unprecedented zeal and a brutality towards non-believers that can only be described as "inhumane".

Numberless, rigorously trained and equipped with weapons and equipment either left behind by the western world or produced by the newly erected arms industry of the Caliphate itself, the extremist royal soldiers of the Caliph cleaved through the unprepared villages, towns and cities of the former nations they neighbored. Still reeling from the events of the third war, these nations were in either complete chaos or in so much disarray that they were unable to mobilize any real defense against the oncoming tide.

Imam-General Yariff Mohammed Al-Murad, military advisor to the Caliph and commanding officer of the invasion force, was already sipping tea within the government quarter of Dushanbe by the end of the month after the attack order had been given. Already now, large numbers of local populaces were being conscripted and subjected to "reconditioning", a practice involving psycho-chemical drugs, political and religious brainwashing which turns innocent and noble men into the loyalist killers of Afghanistan. As for the heretics, the non-islamic parts of the population were being put to hard labour or killed outright by roaming inquisitorial death squads.

I sit in Dr.
Balgar's office. He has a spacious place in the luxurious TransLuna corporate office in Bern, but what really strikes me is how awfully full of books it is. Like most people, I have seen perhaps one or two books in my entire life: antiques from the days before the war. The "printing press" is considered an obscure or even arcane technology in many parts of western Europe these days, an odd sort of legacy for the technology that once plunged Europe into sectarian conflict and strife. These are the things one considers when he looks at the shelves of books with names as diverse as "The Guns of August" and "The Feynmann Lectures on Physics." Dr. Balgar is a man who has clearly put effort into his impressive hobby of book-collecting.

"This is only a small part of my collection," he informs me. "I have many more at home, and I will be taking some with me to Hecate, of course."

Dr. Harkon Balgar is a man who was alive before the war, a legacy few indeed can claim: at an impressive 84 years of age, he was born in 1970 in communist Bulgaria, lived through the fall of the Warsaw Pact, and escaped to Switzerland during the sequester. There he developed a name for himself at the Applied Atomics Institute which later became reorganized as the Applied Atomics Company.

The most important development, by Dr. Balgar's admission, of his time at the SAA before the launch of Hecate I was the work he advanced on the controversial pilot-wave theory of quantum mechanics, which since gained major traction. I sat down with him and asked him to explain it as basically as he could.

HB: Well, everyone who works with me in Waves & Beams knows this already. Pilot-wave is the notion that quantum phenomena are not unpredictable, simply very complex - dictated by a massive equation which is unknowable in its totality.

AA: Can you... phrase that another way, perhaps?

HB: Yes, of course. Think of it like this. A quantum state is a state which we say has uncertainty, yes? It is like a light switch: traditionally, you think it can only be on or off, but in quantum mechanics there exists a "quantum superstate" which is a superposition of both of these. Practically, the quantum superstate cannot manifest in the physical world, but while it is possible for either state to manifest, then both appear to exist simultaneously.

HB: Pilot-wave theory says this is bunk! In fact, we can determine exactly which state will manifest based on a universe-spanning "wave function." The wave function is so large it can never be fully computed, so it is virtually unknowable in a way similar to quantum uncertainty, but this distinction means a world of difference in actual fact.

AA: I see. So, can you tell me what this means for the new Waves & Beams Laboratory?

HB: The work we are doing now is on generating the conditions to allow us to test the pilot-wave theory more fully, in orbit and in specialized conditions. We are particularly interested in generating "quantum reactions," which you might think of like chemical reactions, except which propagate across the wave function.

AA: That's very interesting. Now, I've heard a little bit about how this works into the complex relationship between the SAA and the PIB. Care to comment?

HB: Yes, of course. Actually, the relationship between Applied Atomics and the Psychological Institute of Bern goes back many years, to some of my very first research on this topic, which was conducted at the PIB. I pointed out that, since quantum superstates exist entirely in the limited perception of an observer with respect to the wave function, then quantum superstates were a natural product of man's perception and rationality. Of course, this was a very controversial theory in many circles, but no one could deny that my math was sound! What remains is only to obtain the data to test these theories more fully. However, our work in Psychological Instrumentation is very promising in this regard. To me, this is what it means to be TransLuna, and to work for TransLuna - this is us. The work we do, the things we believe in, and what we achieve. We are defined by our accomplishments, first and foremost. A liberating feeling, when the chips are down, don't you think?

The notions we have confirmed of quantum reactions within neurons, such as in the brains of avians which grant them "supernatural" awareness of migration patterns, are very promising for the work being done in Psychotronics and Life Sciences. We think there is a bold new field of psychology to be explored here. But, of course, we aren't supposed to talk about that.

Despite becoming the third largest economy by GDP in 2030 India was beset with problems from climate change, communal violence, a rising gap between rich and poor and corruption on all levels of government. Coupled with instability in neighboring Pakistan and Bangladesh the BJP (Bharatiya Janata Party) retained a majority in 19th Lok Sabha after the 2029 general election. The Prime Minister focused on increased defense spending along with infrastructure and creation of a welfare system but was criticized by the press and the opposition as too little, too late. The economic collapse of both the United States and China would hit India hard with sources of investment and trade drying up seemingly overnight. Millions of ‘paper millionaires’ would lose fortunes as the SENSEX (Bombay Stock Exchange) would lose half of its value within two days in 2030.

The Second Emergency (2030-2034)

Facing nationwide unrest the Prime Minister declared a State of Emergency in 2030 allowing the Prime Minister the ability to rule by decree, allowing elections to be suspended and civil liberties to be curbed. While this allowed the central government the ability to deliver relief aid and combat civil unrest it ignited a firestorm of protest online and on the streets. Fearing a possible coup and loss of autonomy many of the states began to fracture and leave the Union. The Second Emergency would last only four years until the central government effectively collapsed. Sharing economic and cultural ties several southern states would form the Federation and create a provisional government. The government would run the day to day affairs of the nation until the General Election of 2034.

Nayak and the National Reform Party

In 2033, the Chief Minister of Maharastra, Balraj Chauhan (equivalent to an American state Governor) came under intense criticism by the press for his inaction during severe rioting in Mumbai. While being interviewed by television reporter Shivaji Rao he dares the reporter to take over his responsibility for just one day. Initially planned as a way to silence his critics the plan backfires with Rao gaining widespread fame for his education and merciless war on corruption. By the 2034 General Election Rao and his new National Reform Party (RSP) sweep several states and Rao is elected Chief Minister. Rao’s form of technocratic governance and populism would see him elected Prime Minister and his party returned in 2039. Among his reforms was the merging of several government Ministries, the removal of corrupt government employees and officials and the establishment of complaint boxes in every village and municipality. The Central Government would see the merger of Lok Sabha (House of the People) and Rajya Sabha (Council of States) into the new National Assembly (Raashtreey Sabha). Rao was wounded in an assassination attempt in 2040 announced his retirement in 2044.

The New India (2044-Current)
The Federation opened trade and diplomatic with our neighbor, the Dominion of India with both sides agreeing to mutual open borders and free trade between the states. In 2050 the Federation began to restore communication and assist local governments in the states of Assam, Bengal, and Bihar which led to all three states joining the Federation by 2052. Restoration of the Indian Space Research Organization was started with the goal of removing debris from Earth Orbit and reestablishing international communication and satellite programs for a variety of industries and government offices. In 2054 the government in partnership with national and private banks established the Universal Basic Income (UBI) program to provide monetary assistance to all citizens’ regardless age, work status, disability or income.

In 2056 peacekeeping forces would be sent to Sri Lanka/Ceylon to assist the local government with the island joining the Federation in 2058. The military would see a modest expansion and upgrade of its infantry equipment under the Jawan (Soldier) 2050 program. ISRO began construction of Jyotishaganj (Astronomy Trading Post) in 2058 and is scheduled to be completed in 2064. The station will be focused on Off Earth Manufacturing/Scientific Research. The Foreign Ministry proposed a New Outer Space Treaty in order to reduce tensions in Earth Orbit and Luna.

RSP/BDP/IP retain majority in Raashtreey Sabha

With the end of the General Election earlier this month, the coalition formed by the National Reform Party, the Democratic Party of India and the Infosocialist Party has retained a majority with one hundred forty-eight seats out of two hundred forty-six total. The Hindu People's Party and Indian National Coalition have formed an alliance but combined only have ninety-seven seats combined. Prime Minister Dipali has already announced that the coalition will begin working on new legislation when everyone returns to the capital. PM Dipali also announced that this will be her final term in office and she will retire in 2059. "I am immensely proud to have served the people of South India and the Federation for over fifteen years. While I will no longer be in office I shall continue to serve my community and the people of the greater world community." The new cabinet will be a mixture of veterans and new people as the Ministries of Home Affairs, Science and Technology and Human Development will retain members from the previous administration while the remain Ministries will have new members.

Focus on Defense and Space

The Ministry of Defense will begin a modest military expansion to the Army and Air Forces and that all land forces to be equipped with the Jawan 2050 designs developed three years ago. ISRO will also continue to focus on the removal of space debris and eventually the establishment of a manned presence in orbit. A proposal to send Peacekeepers to Ceylon has been suggested but not confirmed by the Ministry of Defense or the Centre.

Report on the Colonization of the Arctic

The probing expedition to Greenland returned last Hitler Day (20 April 2053) confirming what we were suspicious of based on the examination of the Swedish countryside over the last several decades. The same warming wind patterns that brought thermic energy from the nuclear strikes in Eastern Europe north have distributed this melting heat throughout the Arctic Circle, improving the potential for this once desolate icescape to be arable. Several months ago, a contingent of colonial ships was sent to the island by the Imperial government, with their inhabitants disembarking around 10-13 Jan 2054. With the growth of trading routes in the North Atlantic thanks to the stabilization of the tides, nautical and political, the ships were able to travel unescorted, with nothing more than the basic civilian protections. The establishment of the colony found little resistance, mostly from wild animals. The human settlements of the island are presumed to have died out due to starvation, and any remaining pockets of Old World human populations were mostly submissive or feral enough to subdue peacefully. The city of Nuuk, however, was surprisingly unmarked by the Troubles; stripped of food and consumable resources, most of the buildings, industrial equipment, and salvageable sources for materiel were left untouched. The most common hypothesis is that those who did not starve took what they could on a seaborne exodus to mainland Europe and North America during the later days of the War.

These factors contributed to great success in colonization. Because of the receding ice line, the colony is largely self-sustainable, thanks to the homegrown agricultural exploits of the population. Meanwhile, the infrastructure, barely damaged during the Troubles, served the colonists in their development of a stable urban center from which to tame the remaining land. This settlement, "New Nuuk", has already become a significant trade center in the North Atlantic, facilitating the growth of both the colony itself and the stabilization of the sea space. Already a new generation has been borne of the island's original inhabitants, and the population is growing to levels never before seen by the island. The Imperial Navy has begun the outfitting of the island as a center for naval industry.

South Africa after the Troubles had several things going for it. For one no nuclear bombs had ever been dropped on it, so while chemical weapons had devastated the population and the infrastructure was in tatters, the ability of the land to sustain and nourish had not been adversely affected. Also, unlike some other nations, there was still a government left over after the dust settled and no civil war. However, the war had shattered the public trust in government, especially combined with how politicians had been gaming the system to keep their children from being drafted, and the various corrupt dealings of many members of Parliament coming to light.
The area around Cape Town remained largely loyal to the idea of South Africa - the people still believed in democratic institutions of the nation enough to vote and participate in national government, but in the further reaches of the nation, such faith in national institutions had been shattered. Instead citizens refused to vote for what they viewed as a corrupt and unfixable institution, and instead elected to local government people who would take on more and more power and make more decisions that the national government should make according to the SA constitution.
It was around this point, where as far as any foreign nation was concerned, SA ceased to exist as a contactable nation - no agreement made with the central government was guaranteed to be honored by the local governments, and if that was the case then why bother? And still the situation deteriorated as the Parliament lay paralyzed afraid to give an ultimatum that would be rejected and lead to further unpopular actions. The crisis came to a head in 2049 when the unpredictability of taxes nearly caused a fiscal crisis. Into the scene stepped president Thato Pillay, who had been given increasingly autocratic powers to make the unpopular decisions, as he declared the local governments to be in violation of the constitution, and used the military to restore the regular flow of finances. His exact words were, "If the city of Port Elizabeth and others like it have lost faith in the government of South Africa, that is understandable, but that is a matter to be decided by referendum. Until there has been such a referendum, these cities are in violation of the constitution, and I will ensure the government of South Africa receives every penny it is owed."
Since then the government has stabilized.
