The National Project System is designed so that the leaders (military, culture, and science) can set a quota for something, with public approval, but it is up to the governor which queues to change to do it. Thus everyone maintains their power. It's supposably only for wars (lots of troops), wonders, and spaceships. Which is why we haven't really had one yet.
