We would like to take this moment to begin official international discussion of this United Nations successor organization. We have taken to account the concerns of multiple nations in this first draft, to be sure. All observers should note that this is NOT an official constitution or any of the sort. The EU merely wishes to propose a base idea to work off of. With that said:

We believe that a bicameral legislative body would be the best compromise between several points of view, including our own. The lower house of this body is composed of all nations of the world and decides which resolutions move on to the upper house. Each nation receives at least one vote. Nations may receive additional votes based on population, to a hard maximum of 3. This ensures that small nations have significant standing in the organization. By our estimates, if every small country in Africa pooled together their votes, they can easily equal or even overcome the world’s current great powers in terms of voting power. Meanwhile, the desires of the majority of the global population are maintained.
The upper house, then, either ratifies or rejects resolutions and appoints, if need be, the coalitions tasked with upholding these resolutions. The upper house is smaller than the lower house and is composed of random member states, rotating after a term with no country being allowed to hold two consecutive terms. Resolutions and coalitions are decided by supermajority. The aforementioned coalitions are all temporary and must disband at the will of the upper house.

As stated, this is merely to get the ball rolling. Please, address any concerns found in the above and we can move forward to make this organization more substantive and “official.”

Ghanas Explanation to the ECOWAS

Of course, once a military cooperation within ECOWAS is formed, we hope that Brazils advicors will assist all ECOWAS members.
For a timeline our plannign was as following:

First: Improving the military with foreign help, while also investing an large amount of our recourses into stabalicing and improving our Economy, with a focus on primary and secondary sectors.
Afterall we somehow have to finance those troops.
We also plan to enact an "Anti-Cash Crops" Law, which stops any excessive export and production of goods like peanuts or cacao, while our people starve.
This will take at least several years, the most optimistic guess is three years(turns)for the basic infrastructure and training.

Second:
With an improved military, focus will be completly set on Economy, to increase the amout of money we can spend.
Esspecially the secondary sector, with an focus on mining and processing our raw materials, will be enlarged at first. Afterall nations like Europe or India are always hungry for Titanium or Aluminium.
We will also spend at least three years with this, before we will gain enough income with this. There are also plans to build solar parks in arid region in Mali, which could, with better infrastructure, be used to generate the power for factories, mines and cities.

Drought and famine will, during these phases, will be fought with short-term solutions, like water and food help from Ghana or the World market.

Third:
Once we generate enough income from our economy, we will tackle the massive problems of drought of food shortage.
We will invest massivly into increasing out agricultural production, while minimizing tthe water usage as much as possible.
Once enough income is availible, we will invest into a large infrastructure project, to improve sanitation, water distribution and waste water cleaning. We also plan to start Reforestation programms, which will stop long term desertification.

Those plans might seem fantastic to everybody, but together, with all our economical might together we could realice them.
We have a unique chance at the moment.
Due to the crisis of the last decades, we finally have control over our riches.
For the first time we can use or minerals, our fields and factories completly for our needs.
But as single, small nations our voices are meaning less.
As one union, we could controll large portions of special markets, we could dictat and enforce the prices and condition we want if we are united.
Our riches can be used to enrich us and to improve our peoples lives.


Political note:

We also suggest a rotation system when comes to decide who represents this new ECOWAS.
Every nations head of state would function as the ECOWAS head for a year, before it passes this postion one to the next.
Policy decision would be taken by an Council of ministers, which decides with an absolute majority of votes (one vote per nation).


Military suggestions:
- A united military with an United High Command would be formed.
- The military would be divided into 2 forces:
1. Local defense troops, controlled by each nation.
2. Mobile Corps: A mobile and fast force made up of troops from each nation. It will be used as an fast reaction force, to reinforce regions where immediate assistance is needed.

The precise structure of these forces will be worked out once the cooperation is sealed.
What do you mean by 'anti cash crop' law? This could be very destabilizing. How will you cope with the disappearance of all these jobs? How will Nigeria react when plantations owned by Nigerian businesses are closed?

OOC: Makes sense in-universe, but how will this actually work? Any player can suggest a new law, then everyone else votes (same turn, next turn?), then after the first vote what ever players are in the upper house vote again (same turn, next turn?)? From a game play perspective, I feel that a single vote would be much easier.

So basically the plan is not to close plantation, but simply make them grow food for our people instead of Cacao or cottom for others.
The remaining 10 % can be used for anything the owner wants, a bit of extra profit is always good afterall.

Governments are notoriously known for being kind and benevolent towards countries that inflict "minor economical troubles", especially if the country causing them is smaller and weaker than them, but especially so if the said government has a tendency towards violent annexations at the point of a gun.

You do realize that equipment and knowledge required for producing cocoa is... Different... From the knowledge required to make food? And you won't provide money to help ease the transition either?

IC: UK warns Ghana that going through with this anti cash crop laws will destabilize and weaken Ghanan economy as well as increase instability in the region.

It also mentions that Nigeria has significant investments in cocoa production in the Ghanan region and that they will most certainly use military force if necessary to protect their investments if push comes to shove, and that most cocoa farmers in Ghana will welcome such an intervention from Nigeria.

Colombia has not now or ever had any hand in Peru. Though as a member of the ASN, Colombia has every right to assist Ecuador in any adventure if called upon. As a peace treaty is in place, thanks to Brazil, Colombia has no interest in rumors from Argentina.

Right, so, to prevent accidentally one of our agents entering Peru's borders and do nothing good, why don't we sign a treaty declaring that Peru's a neutral zone? Or, perhaps, if it suits you better, we could just add a new amendment to the currently existing treaty?

News Flash: Mexico Signs Peace Treaty with US Gets Huge Territory

The Mexican Government is pleased to announce that the Treaty of Bern was signed with the US warring powers. This treaty effective ends the war and allows for all those who choose to vote to stay with Mexico to do so. The new territories also recovery some of the territory that Mexico lost to the US some 200 odd years ago. This is a major boost to President Santiago's regime. Not only does it reclaim valuable economic areas, it also asserts Mexico's reemergence as a national power.

How Santiago wields this power remains to be seen. Will he be a benevolent leader and take Mexico down the path to prosperity? Or will he lead the nation to disaster? The World watches and waits as do the nearest members of Mexico. With the military situation mostly contained, it is curious to see where the Mexican Dollars go. Reconstruction? Battling the drought? Battling more nations? Stay tuned to find out more.

With peace being agreed to in North America, domestic departments are presenting budgets for 'peace time'.

here are the numbers being proposed by these departments:

USA (Free market):
Infrastructure: 48
Health and Social: 114

USA (Republic):
Infrastructure: 44

Obviously current military expenditures cannot be maintained with proposed peacetime internal domestic spending. It is possible to consolidate army divisions to reduce costs. Its not efficient if you want to increase your military size in a few turns (better to just maintain your current sizes) but if you want to reduce military sizes and your efficiency is not 100%, consider consolidating...
 

That made me realize something.... Benin shouldn't be independent on the map. I tried to find other errors and also saw that Belarus was also still independent. So I fixed those things.
