Of course, once a military cooperation within ECOWAS is formed, we hope that Brazils advicors will assist all ECOWAS members.
For a timeline our plannign was as following:
First: Improving the military with foreign help, while also investing an large amount of our recourses into stabalicing and improving our Economy, with a focus on primary and secondary sectors.
Afterall we somehow have to finance those troops.
We also plan to enact an "Anti-Cash Crops" Law, which stops any excessive export and production of goods like peanuts or cacao, while our people starve.
This will take at least several years, the most optimistic guess is three years(turns)for the basic infrastructure and training.
Second:
With an improved military, focus will be completly set on Economy, to increase the amout of money we can spend.
Esspecially the secondary sector, with an focus on mining and processing our raw materials, will be enlarged at first. Afterall nations like Europe or India are always hungry for Titanium or Aluminium.
We will also spend at least three years with this, before we will gain enough income with this. There are also plans to build solar parks in arid region in Mali, which could, with better infrastructure, be used to generate the power for factories, mines and cities.
Drought and famine will, during these phases, will be fought with short-term solutions, like water and food help from Ghana or the World market.
Third:
Once we generate enough income from our economy, we will tackle the massive problems of drought of food shortage.
We will invest massivly into increasing out agricultural production, while minimizing tthe water usage as much as possible.
Once enough income is availible, we will invest into a large infrastructure project, to improve sanitation, water distribution and waste water cleaning. We also plan to start Reforestation programms, which will stop long term desertification.
Those plans might seem fantastic to everybody, but together, with all our economical might together we could realice them.
We have a unique chance at the moment.
Due to the crisis of the last decades, we finally have control over our riches.
For the first time we can use or minerals, our fields and factories completly for our needs.
But as single, small nations our voices are meaning less.
As one union, we could controll large portions of special markets, we could dictat and enforce the prices and condition we want if we are united.
Our riches can be used to enrich us and to improve our peoples lives.
Political note:
We also suggest a rotation system when comes to decide who represents this new ECOWAS.
Every nations head of state would function as the ECOWAS head for a year, before it passes this postion one to the next.
Policy decision would be taken by an Council of ministers, which decides with an absolute majority of votes (one vote per nation).
Military suggestions:
- A united military with an United High Command would be formed.
- The military would be divided into 2 forces:
1. Local defense troops, controlled by each nation.
2. Mobile Corps: A mobile and fast force made up of troops from each nation. It will be used as an fast reaction force, to reinforce regions where immediate assistance is needed.
The precise structure of these forces will be worked out once the cooperation is sealed.

We would like to take this moment to begin official international discussion of this United Nations successor organization. We have taken to account the concerns of multiple nations in this first draft, to be sure. All observers should note that this is NOT an official constitution or any of the sort. The EU merely wishes to propose a base idea to work off of. With that said:
We believe that a bicameral legislative body would be the best compromise between several points of view, including our own. The lower house of this body is composed of all nations of the world and decides which resolutions move on to the upper house. Each nation receives at least one vote. Nations may receive additional votes based on population, to a hard maximum of 3. This ensures that small nations have significant standing in the organization. By our estimates, if every small country in Africa pooled together their votes, they can easily equal or even overcome the worlds current great powers in terms of voting power. Meanwhile, the desires of the majority of the global population are maintained.
The upper house, then, either ratifies or rejects resolutions and appoints, if need be, the coalitions tasked with upholding these resolutions. The upper house is smaller than the lower house and is composed of random member states, rotating after a term with no country being allowed to hold two consecutive terms. Resolutions and coalitions are decided by supermajority. The aforementioned coalitions are all temporary and must disband at the will of the upper house.
As stated, this is merely to get the ball rolling. Please, address any concerns found in the above and we can move forward to make this organization more substantive and official.

The "Anti-Cash Crop" lawsis meant to prevent a massive export of luxury agricultural goos, while our people starve. It is supposed to force plantation owners to use 90 % of their land to produce normal food like Manoik, Barley, Corn or Rice.
While this propably decreases the plantations profit, it would secure our peoples survival.
So basically the plan is not to close plantation, but simply make them grow food for our people instead of Cacao or cottom for others.
The remaining 10 % can be used for anything the owner wants, a bit of extra profit is always good afterall.
A mixture.
We simply controll the amounts of cash crops exported.
The currently very high food price should make growing Maniok or Corn nearly as profitable as cash crops.
And we're pretty sure that Nigeria, with the current high demand for food, won't have any problems with us producing food and in the end maybe even exporting it.
And no, we don't plan to subsidis them, since we see no reason for that.
The ECOWAS nations are sovereign and do not have to pay foreign companies to follow their law.
The first and most important task we have to fullfil is feeding our people.
As long as their are still people in our country, that starve, the goverment cares little about economic growth or nigerian business interest.
This might cause some minor economical problems for Nigeria, but if they are truly a goverment that seeks the good for everybody, they will have to acceopt this.
If they don't, they show that they are not better then the european empires that once enslaved our people.
