ASEAN CHARTER OF CONFEDERATION
WE, THE PEOPLES of the Member States of the Alliance of Southeast Asian Nations...
NOTING with sanctification the significant achievements and expansion of ASEAN since its establishment in Bangkok through the promulgation of the the ASEAN Declaration and the ASEAN Articles of Confederation;
RECALLING the decisions to establish an ASEASN Charter in the Vientiane Action Program... the Cebu Declaration on the Blueprint of the ASEAN Charter... and the Jakarta Articles on Confederation;
MINDFUL of the existence of mutual interests, interdependence and common threats among the peoples and Member States of ASEAN which are bound by geography, common objectives, and shared history;
INSPIRED by and united under One Vision, One Identity, One Military and One Alliance;
UNITED by a common desire to continue to live in a region of lasting peace, sustained economic growth, shared prosperity and social progress through the continued maintenance of peace and security through ASEAN, and to continue to promote our vital interests, ideals and aspirations at home and abroad;
RESPECTING the fundamental importance of amity and cooperation, and the principles of sovereignty, equality, territorial integrity, non-interference, consensus, unity in diversity and the need for a common defense;
ADHERING to the principles of democracy, the rule of law and good governance, respect for and protection of human rights and fundamental freedoms, and the integrity of ASEAN;
RESOLVED to enshrine sustainable development for the benefit of present and future generations as the first responsibility of government, taking into consideration the well-being, livelihood and welfare of the people;
DETERMINED of the need for the existing alliance bond to maintain a politically cohesive, economically integrated and socially responsible ASEAN;
COMMITTED to defending ASEAN against all enemies, foreign and domestic, and to strengthen the alliance bonds through implementation of the ASEAN Security Protocol, the ASEAN Economic Protocol and the ASEAN Unity Protocol;
HEREBY DECIDE to establish, through this Charter, the legal and institutional framework for ASEAN.
