Why not do a "Throwback" IOT with a ruleset based on IOT III or IV (Sorry if this has already been suggested.)
There was an IOT with essentially IOTIV's ruleset - The Space Race - which has not proved tremendously popular.

Civil War? You ain't talking of this General Strike claim among GMs, are you? Because apart of that, which is completely unrelated to the topic of this thread, I can't think of what else would you call "Civil War"...

This crisis has gone way to out of hand. It has led the IOT community to near civil war, something that we haven't seen since the schism. And even THAT did not lead the community to civil war. It seems that this has been the result of two separate camps: one camp representing the old order. The old days of IOT. Whilst the second camp is composed of those who wish for the current ways of IOT and leave the old ways behind. But, there are some who are even in a third, smaller camp, that does not wish for war.
This has been the closest in where we have seen the IOT split apart. There was talk of a possible civil war when the Forum of IOT was created. However, that crisis has since died out. As a semi-veteran of IOT, I say we create games that combine BOTH the old and new ways to avoid total civil war.
TBH there is no Civil War. I would no this because I am widely regarded as one of the "ring leaders" of the other faction. But this civil war doesn't exist, I actually agree with the other side in some respects, but I believe that they way they handled the situation was incorrect.
